International Consultant: WB Georgia IDP Needs Scoping Study

Purpose:

The purpose of this assignment is to assess the outstanding needs that exist for Georgia’s IDPs and recommend an optimal strategy for further World Bank engagement through analytic work, technical assistance, policy and operational actions.

Qualifications:

Graduate degree in a relevant discipline and a minimum of 7 years of relevant operational experience.

This would include (i) experience with social development issues and the Bank’s social development agenda; (ii) expertise on addressing forced displacement (refugees and/or IDPs) including the use of area and community development approaches such as CDD would be an advantage; (iii) good knowledge of the conflict and fragility agenda in the Bank; (iv) operational experience including management of Bank projects would be an advantage, especially in the country/region of the study; (v) ability to position the topic of forced displacement in the broader socio-economic framework of the Bank; (vi) direct experience with displacement issues in Georgia is preferred.

The Short Term Consultant would be expected to undertake 30 days of work to be completed between March 1 and May 1, 2011. This is inclusive of 20 days on mission in Georgia and preparation time for written outputs.

Scope of Work and Tasks:

The consultant will undertake a scoping study to assess the situation of IDPs in Georgia and examine potential ways by which the Bank can promote economically and socially sustainable development responses to the situation of protracted displacement. This will be achieved through the following tasks:

1. The consultant will undertake a scoping mission to Georgia for 20 days to assess current key trends and dynamics related to ongoing displacement of key IDP populations in rural and urban areas of Georgia. This will include an assessment both of IDP needs, current responses to address those needs and outstanding gaps.

2. The consultant will initially review the existing analytical work and project documentation on IDPs in Georgia from past Bank sector and project work; relevant reports from key international actors such as UNHCR, UNDP and the WFP; the work of international and national NGOs; bilateral aid agencies; and policies and programs carried out by Government of Azerbaijan agencies working directly with IDPs. This should include a broad overview of all key domestic and externally financed activities in support of IDPs including pressent policy considerations of key international actors.

3. The consultant will identify (and where possible visit) recent donor-financed, NGO, and/or government projects that seek to support IDPs and will identify current challenges of those projects, as well as successful aspects of their design and implementation and potential scalability.

4. The consultant will meet with Government agencies working on IDP issues in Georgia and identify their key priorities for further investment for IDP, the constraints they face and possible support needs they identify.

5. Given an increased emphasis on ownership and rehabilitation of housing by IDPs in Georgia, the consultant will provide an initial appraisal of sustainable housing options for IDPs. This appraisal should bear in mind the need for displaced to have an informed and voluntary choise regarding their chosen solution and will include a determination of the potential of utilizing Georgia’s surplus rural housing stock for IDP resettlement, including an assessment of present ownership patterns and of social risks emerging from such resettlement of IDPs into new rural host communities.

6. Given the tendency of many actors to focus predominantly on immediate IDP housing requirements, the consultant will examine the needs, potential and current status of integrated approaches (community-driven development, community mobilization, livelihood support, psycho-social assistance) in government programs and other sector support to IDP populations in Georgia.

7. Based on the findings from the enumerated tasks, the consultant will develop initial strategic guidance for the World Bank on future options for the World Bank’s operational and partnership role in facilitating durable solutions for IDPs in Georgia.

The consultant will report to Joanna De Berry, Social Development Specialist, World Bank Europe and Central Asia Region and Aly Rahim, Social Development Specialist, WB ECA Region.
