As an extra-budgetary position, this position is not considered as a core position of the ILO and appointments are not expected to lead to a career in the International Labour Office. The attention of candidates is drawn to the fact that, as this is a non-career positions within the Organization, the selection process is not subject to the rules and procedures defined in Annex I of the ILO Staff Regulations. The ILO will however facilitate the detachment of serving ILO officials on Regular Budget core positions for the duration of the assignment with the Tribunal, as well as secondments or similar arrangements in respect of staff members of any organization having accepted the Tribunal's jurisdiction. The conditions of employment with the Registry are aligned with those applicable to officials serving on technical cooperation projects as defined in the Staff Regulations and internal administrative policies and procedures of the ILO.

Conditions of employment:
Salary and Post Adjustment for this position are defined according to the International Civil Service Commission.

Allowances and benefits subject to specific terms of appointment:

· Children's allowance (except for the first child if the dependent rate of salary is paid in respect of that child);

Recruitment is normally made at the initial step in the grade.
The Director-General reserves the right to appoint candidates at one level below the grade of the advertised post.
Salaries and emoluments are exempt from taxation by the Swiss authorities and, on the basis of international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments. In the absence of exemption, in most cases tax paid will be reimbursed in accordance with an ILO document which will be supplied upon request.

INTRODUCTION
The Registry of the ILO Administrative Tribunal is responsible for receiving complaints, securing the relevant submissions in accordance with the procedure set out in the Statute and Rules of the Tribunal and preparing cases for the judges, as well as translations of the judgments for their delivery. This includes research on the case law and updating the data base TRIBLEX.

It is staffed by a permanent Registrar, two senior legal officers, each responsible for a team of legal officers working primarily in either English or French, the two working languages of the Tribunal, and a small support unit.

This position is all co-funded by the nearly 60 international organizations having recognised the Tribunal's jurisdiction (the list is available at http://www.ilo.org/public/english/tribunal/membership/index.htm ).
Description of Duties
1. Process assigned cases, identify issues, draft legal texts on a wide range of legal matters including interpretation and application of administrative law;

2. Review draft judgments for any inconsistencies or inaccuracies, and to ensure editorial uniformity prior to publication;

3. Prepare background materials and summaries of issues, as required, including, when necessary, preparing correspondence to obtain such materials;

4. Reread judgments to align English and French versions and verify coherence, either with a Legal Officer of the French Team or alone;

5. Draft résumés of forthcoming cases; undertake legal research in Triblex, prepare analysis of jurisprudence and notes on interpretations;

6. Prepare the analysis of new judgments for their inclusion in the Tribunal's case law database;

7. Other duties as required, for example updating terminology sheets for each organization, or maintaining the library resources, etc.
Required Qualifications
Education
Advanced degree in law.
Experience
Minimum of five years' practical experience in law, preferably administrative law, of which at least two years at the international level, preferably in an international public organization.
Languages
Perfect command of English as the primary working language and excellent command of French.

Ability to apply legal and administrative expertise to analysing a diverse range of complex and unusual issues and problems, and to develop innovative and creative solutions; analytical skills and ability to conduct comprehensive legal research on a range of issues, including those of a unique and/or complex nature; excellent drafting and revision ability; identify priority activities and assignments; ability to work in a team and prioritise work; communicate effectively, orally and in writing.
