Mechanics Trainer

TERMS OF REFERENCE

Title: Mechanics Trainer
Project: Snow Clearance and Avalanche Prevention Project
Duty station: Salang, Parwan Province, Afghanistan (with frequent travel to Kabul)
Supervisor: SCAP Project Manager


1. General Background
The United Nations Office for Project Services (UNOPS) in Afghanistan is responsible for implementing a number of projects on behalf of the Government of Afghanistan and the aid donor community. The Afghanistan Operations Centre (AGOC) has been set up as an organizational mechanism to deliver a range of projects for which UNOPS has been designated as the Implementing Agency.

The Afghanistan National Development Strategy has considered security, governance, economic growth, and poverty reduction as the highest priorities for 2008-2013 fiscal years. The strategy placed particular emphasis on roads and called for more development efforts in the sector of infrastructure. The Salang tunnel and its road system is one of the most imperative elements in the transportation network in Afghanistan.

The objective of the Snow Clearance and Avalanche Prevention in the Salang Pass (SCAP) project is to provide specialized training and infrastructure assistance to the Ministry of Public Works of Afghanistan to ensure a safe and reliable transport route through the Salang pass during the harsh winter months.

2. Purpose and Scope of Assignment

Reporting directly to the Project Manager, the Mechanics Trainer will provide assistance in equipment maintenance and mechanics training to the Ministry of Public Works of Afghanistan (MPW) personnel under the Snow Clearance and Avalanche Prevention project.

• Inspect all existing MPW equipment and provide a detailed list of spare parts necessary to repair MPW assets;
• Provide a detailed list of workshop and specialty tool procurement;
• Train MPW mechanics to repair snow-clearing equipment;
• Train heavy snow-clearing machinery operators;
• Assist the support personnel in bid evaluation for the tool set and tool truck procurement;
• Customize the tool truck into a functional mobile workshop;
• Assist the support personnel in contract negotiation, and contract award for the workshop construction;
• Liaise with construction engineers during site assessment process;
• Represent UNOPS SCAP project in technical meetings as required;
• Draft and submit training reports;
• Undertake other related assignments, within his/her competence as required by the Project Manager.

3. Qualifications and Experience
a. Education, Experience and Special Skills
• Masters Degree in Operations, Management, Transport Management, Military Science, or relevant field. Bachelors Degree plus additional 2 years, or Technical/Secondary Diploma plus additional 5 years of relevant experience, coupled with specialized education/skills in similar field.
• Knowledge of relevant international standards of snow-clearing equipment and maintenance workshops;
• Experience in training of technical personnel;
• Demonstrated experience in planning and implementation of quality surveillance of heavy duty equipment repairs;
• Ability to plan, organize, and schedule assigned tasks;
• Site/workshop construction and/or commissioning experience;
• Experience in constructing tool trucks and mechanics workshops;
• Military service experience an advantage considering the security situation on site
• Previous working experience in Afghanistan is an advantage.

• High level of understanding for winter highway clearance and operation of search and rescue equipment;
• Excellent written communication skills, with analytic capacity and ability to synthesize project outputs and relevant findings for the preparation of quality project reports;
• Cultural, gender, religion, race, nationality, and age sensitivity and adaptability;
• Excellent interpersonal skills, ability to work in a multi-cultural team environment;
• Proficiency in usage of computers, office software packages and advance project management software as well as in handling of web-based management system.
• Ability to live in severe weather conditions, and tolerate extreme cold and modest living conditions;
• Excellent knowledge of both written and oral English is required.
