The Global Fund was created in April 2001 to fund a dramatic turn around in the fight against Aids, Tuberculosis and Malaria. Since 2002, the Democratic Republic of Congo (DRC) has benefited from the Global Fund's contribution to the national response to HIV/ Aids, Malaria and Tuberculosis. Currently, with the end of term closure of the Round 2 grant on Tuberculosis (2003-2006), the DRC is implementing 5 active Global Fund grants which amount to a total of US $ 294 millions. UNDP has been designated as a Principal Recipient for some grants. Within this framework, UNDP is in charge of the programmatic and financial management of the funds. A Global fund Management Unit has been put in place to that end and is headed by a Principal Coordinator who is under the direct supervision of the Country Director.

The Principal Coordinators' major responsibilities are:

– the attainment of the results expected by the Global Fund on the UNDP managed grants (accountability);
– Leadership in preparing national programmes for their Principal Recipient roles;
– Global Fund Unit Management, including human resource management and supervision of staff;
– Building of strategic partnerships which can help achieve the success of Global Fund grants in the DRC.

EXPERIENCE and QUALIFICATIONS

  • Post graduate qualification in Public Health, Health Economics, Social Sciences, Management or other International Development related field;
  • 15 to 20 years of experience in the management of international development projects including 10 years within the health sector and within an international organisation;
  • Excellent skills in the use of standard project management tools and processes;
  • Good knowledge of the Global Fund goals, objectives and principles;
  • Good knowledge of the rules and procedures of one or two international development agencies, preferably from within the United Nations system;
  • Fluency in spoken and written French; working knowledge of English.
