The objective of this Convention is to combat desertification and mitigate the effects of drought in countries experiencing serious drought and/or desertification around the world, particularly in Africa, through effective action at all levels, supported by international cooperation and partnership arrangements, in the framework of an integrated approach which is consistent with Agenda 21, with a view to contributing to the achievement of sustainable development in affected areas.
The functions of the secretariat are, among others, (a) to make arrangements for sessions of the Conference of the Parties (COP) and its subsidiary bodies established under the Convention and to provide them with services as required; (b) to compile and transmit reports submitted to it; (c) to facilitate assistance to affected developing country Parties, on request, particularly those in Africa, in the compilation and communication of information required under the Convention; and (d) to coordinate its activities with the secretariats of other relevant international bodies and conventions.
The unit of Policy & Advocacy on Global Issues & Platforms (PAGI) acts to forge global partnerships to reverse and prevent desertification/land degradation and drought-related (DLDD) in affected areas in order to support poverty reduction and environmental sustainability through the provision of advocacy on global policy issues and fostering thematic and emerging issues.
The PAGI Unit assumes an advisory role within the secretariat in highlighting the need for urgent action with regard to DLDD by emphasizing the accrued benefits for populations of affected countries. The unit strives to enhance cross-sectoral strategic planning, policy synthesis and advocacy, and synergistic implementation of multi-lateral environmental agreements (MEAs) by making sure that instruments and procedures promote efficiency and effectiveness in the implementation of the Convention as a whole, strengthening cross-institutional links, information sharing and – over time – more joint program implementation.
As the United Nations Convention to Combat Desertification (UNCCD) Secretariat’s international partnership building advocate, the Unit shall be at the forefront of today's development dialogue in championing DLDD issues.
In summary, the PAGI Unit shall, inter alia: 1) Create platforms for thematic development and policy on global and/or emerging issues; 2) Assist the Executive Secretary on global advocacy; 3) Building synergies & partnerships at the global level; and 4) Follow-up the implementation of Memorandum of Understanding (MoUs).
DUTIES AND RESPONSIBILITIES
Under the direct supervision of the Coordinator, and in the context of sustainable land management and land rehabilitation issues as they relate to climate change, biodiversity and forestry, assists in the preparation of documentation and other substantive thematic inputs on crosscutting global and emerging issues and platforms for the consideration of country parties as well as UNCCD partners through special initiatives or through regular or special meetings. Performs other duties as requested by the Coordinator.
Under the general guidance of, and in consultation with the Coordinator in the context of the DLDD issues, the incumbent assists in the preparation of documentation, make substantive thematic inputs on crosscutting global and emerging issues and platforms for the consideration of country parties as well as UNCCD partners through special initiatives or through regular or special meetings. Acts as focal point for Climate Change, Biodiversity and Forestry. Performs other duties as requested by the Coordinator.

1. Coordinates the preparation of special studies and reports as requested by UNCCD bodies and partners that relate to: survey and evaluation of opportunities for inclusion of DLDD issues into the global and emerging issues, in particular climate change, biodiversity and forestry; prioritization of and identification of organizations working on sustainable development at the local level, in order to optimize resource use and achieve the best possible potentials in selected thematic issues and networks, including identifying and promoting policy options for early warning systems taking into account their inter-linkages and common methodological approaches.
2. Prepares and organizes special thematic policy development initiatives, including meetings and ad hoc panels to facilitate the inclusion of such themes into DLDD programmes as well as coordinating the preparation and provision of substantive information materials relevant to emerging thematic issues at the global and regional levels.
3. Assists the Coordinator, the secretariat, the COP and its subsidiary bodies in elaborating special thematic policy proposals as well as options for their implementation mainly at the level of the communities, affected by DLDD, working with governmental institutions, and relevant international organizations.
4. Advocates for the building of synergies for the implementation of DLDD issues and for the formulation of programmes aimed at building synergies and integrated management of the natural resources and reconcile all segments of environmental protection structures to enhance sustainable environmental management and governance.
5. Assists the Coordinator and other staff of the Unit with substantive advocated support to the COP, its subsidiary bodies and to country parties and other partners in the identification, development and organization of strategies and operational work towards the inclusion of global and emerging issues, particularly climate change, biodiversity and forestry in their working agendas of work.
6. Performs other duties as requested by the Coordinator.
REQUIREMENTS
• Advanced University degree (Master’s degree or equivalent) in environmental sciences, economics, social sciences, international relations or related field. A first-level university degree in combination with qualifying experience may be excepted in lieu of the advanced university degree.
• A minimum of seven years of work on thematic aspects of international and global interest mainly within sustainable development agenda, environmental issues and other development / humanitarian of related policies and strategies in national governments, of which four years of work should have been in an international context, related particularly to intergovernmental consideration and processes for the development of related international policies. Experience in the field of sustainable land management and land rehabilitation issues, climate change, biodiversity and forestry.
• Fluency in oral and written English, including drafting skills. Knowledge of another United Nations official language would be an asset.

• Ability to assist country Parties and relevant stakeholders including Civil Society Organisations for mainstreaming DLDD and related crosscutting global issues in the plans and programmes of the UNCCD Strategy.
• Ability to advocate such issues in the context of the synergistic activities amongst the specialized international agencies.
• The capacity to demonstrate success in analysing complex professional issues and developing well-reasoned, innovative solutions to associated challenges.
• Ability to provide sound technical advice to the Unit, leadership and other managers.

• The capacity to draft clear, concise and high quality reports or documents relating to the area of professional expertise.

• Good conceptual understanding of technology in the workplace and ability to use relevant software and other applications and equipment relevant to the post.
