Project Manager: Community Managed DRR Project, Bangladesh

JOB DESCRIPTION

Start date: 01 March 2011 (Expected)

Location: Based in Dhaka with frequent travel to Patuakhali and Jamalpur Districts.

Reporting to: Country Director, Bangladesh. Close coordination is required with the Counterpart and with Senior Management at Dhaka Ahsania Mission (DAM), the local NGO partner.

Context:
Bangladesh is a country that has been intrinsically associated with natural disaster vulnerability. Bangladesh’s geographical vulnerability lies in the fact that it is an exceedingly flat, low-lying, alluvial plain covered by over 230 rivers and rivulets with approximately 580 kilometres of exposed coastline along the Bay of Bengal. In addition, there are three geological faults running underneath the capital of Dhaka. As a result of its geography, Bangladesh frequently suffers from devastating floods, cyclones and storm surges, tornadoes, riverbank erosion, and drought as well as constituting a very high-risk location for seismic activity.

To prepare some of Bangladesh’s most vulnerable communities against the negative impact of natural disasters, Concern Universal has been a DIPECHO implementing partner under Cycles III, IV and V. For Cycle VI we have joined a Consortium of six major International NGOs in Bangladesh. The Consortium expects to receive funding from DIPECHO VI for a period of 18 months.

CU is also receiving funding from Cordaid to conduct the Community Managed Disaster Risk Reduction (CMDRR) Project. The specific objective of CMDRR is to raise the disaster and climate change awareness and response capacity of local communities in three targeted “disaster high risk” Districts of Dhaka, Patuakhali, and Jamalpur toward multiple natural hazards.


Responsibilities:
1. To be responsible for the planning, organisation, budget management, reporting and implementation of CMDRR Project.
2. Design, develop and implement the project monitoring system;
3. Liaise with other NGOs, relevant government agencies and DIPECHO to ensure a coordination of effort and lesson sharing;
4. Conduct internal impact evaluation of the Project;
5. Design and conduct Lessons Learned Workshops for all key stakeholders;
6. To be responsible for the representation of Concern Universal to Partner organisations, donors, government, line ministries, UN agencies and other NGOs in relation to the project, including participation in two two-day consultative meetings of DIPECHO partners (one National and one Regional);
7. Other duties as required.

Person Specification:
1. A relevant Masters-level degree;
2. A minimum of 3-years experience implementing DRR programme;
3. Previous experience managing DIPECHO (preferred) or ECHO (minimum) projects and a thorough knowledge of ECHO reporting requirements and expectations in terms of quality, timeliness, and content; and
4. Demonstrated experience and high level of competency in at least three of the following sectors:
- Advocacy and Public Awareness Raising;
- Community Education;
- Facilitating the coordination between Government organisations and CBOs;
- Development/Implementation of Disaster Early Warning Systems;
- Institutional Strengthening; and
- CBO Capacity Building/Training.
5. Strong facilitation and coordination skills.
6. Proven experience of managing a high workload and multiple priorities.
7. Knowledge, sensitivity and experience of the dynamics of national partner organisations and role of the Government, INGOs and UN agencies in emergency preparedness and response.
8. Excellent spoken and written English language skills.
9. Experience or knowledge in Climate Change adaptation would be an asset.
