Project: Snow Clearance & Avalanche Prevention (SCAP)
Duty station: Salang, Parwan Province, Afghanistan (with frequent travel to Kabul)
Supervisor: OC Director, Mr. Peter Krogh SORENSEN

1. General Background

The United Nations Office for Project Services (UNOPS) in Afghanistan is responsible for implementing a number of projects on behalf of the Government of Afghanistan and the aid donor community. The Afghanistan Operations Centre (AGOC) has been set up as an organizational mechanism to deliver a range of projects for which UNOPS has been designated as the Implementing Agency.

The Afghanistan National Development Strategy has considered security, governance, economic growth, and poverty reduction as the highest priorities for 2008-2013 fiscal years. The strategy placed particular emphasis on roads and called for more development efforts in the sector of infrastructure. The Salang tunnel and its road system is one of the most imperative elements in the transportation network in Afghanistan.

The objective of the Snow Clearance and Avalanche Prevention in the Salang Pass (SCAP) project is to provide specialized training and infrastructure assistance to the Ministry of Public Works of Afghanistan to ensure a safe and reliable transport route through the Salang pass during the harsh winter months.

2. Purpose and Scope of Assignment

Under the direction of the OC Director and Representative, the Project Manager will be responsible for all technical and operational aspects of the SCAP project, including the following specific responsibilities, but not limited to:
• Mobilize project staff, delegate tasks accordingly, provide all necessary resources for task completion, and regularly review project progress to ensure timeliness of product and service delivery;
• Establish good rapport with the Salang division of the Ministry of Public Works (MPW) of Afghanistan and negotiate all aspects of SCAP project effectively;
• Ensure effective coordination with all stakeholders, including the Government of
• Afghanistan, International donors, UN agencies, International military, Non-Governmental
• Organizations, other project implementers and project beneficiaries;
• Liaise closely with the support teams of other AGOC projects;
• Oversee procurement, and ensure timeliness and lawfulness of the whole process;
• Manage project budget to ensure that funding is available to complete the project, also prepare and submit budget revisions when necessary;
• Advise on local construction contract preparation and award procedures ensuring conformity with UNOPS rules and regulations;
• Manage performance of all SCAP project personnel and directly supervise project activities on the site;
• Mobilize MPW personnel for training purposes;
• Facilitate the production of onsite surveys, training manuals, reports, visual materials, and other deliverables;
• Write three quarterly and one annual report;
• Participate in the annual review meeting and provide high quality feedback including information on lessons learnt and best practices;
• Responsible for development of standard operating procedures (SOP) as a project deliverable;
• Identify and create further portfolio development opportunities;
• Seek additional funding for phase 3 and write the respective proposal;
• Promote high standards of professionalism, project management, engineering design, contract selection, procurement, and capacity building practices;
• Accountable to AGOC Director for adequate security arrangements of SCAP project personnel and property;
• The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System;
• Perform other duties as may be assigned.

3. Qualifications and Experience

a. Education, Experience and Special Skills

• Masters Degree in Project Management, Business Administration, Operations, Management, Military Science, or relevant field. Bachelors Degree plus additional 2 years, or Technical/Secondary Diploma plus additional 4 years of relevant experience, coupled with very relevant experience and technical certificates in project management, logistics, operations, disaster management and response, and military service may be considered in lieu of the Masters Degree requirement.
• Minimum 11 years of relevant experience in operational management, project management, disaster management, risk response, logistics, security and operations.
• Previous working experience in hazardous environments and extreme weather conditions highly preferable.
• Previous working experience in Afghanistan a distinct advantage.

b. Competencies

• Ability to manage projects which include heavy machinery, snow clearing, rescue training, mechanics training, engineering assessment, and construction;
• Demonstrated planning and organizational skills and ability to coordinate the work of others, work on tight deadlines, and handle multiple concurrent activities;
• Ability to formulate effective strategies and technical approaches to emergency response and disaster management issues and related areas.
• Ability to develop, maintain and supervise accountability systems for materials and services;
• Good knowledge of UN rules and regulations;
• Ability to manage and mentor a technical team by demonstrating leadership;
• High degree of personal initiative and willingness to accept wide responsibilities;
• Excellent interpersonal skills, ability to establish and maintain effective working relationships in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity;
• Excellent communication skills (spoken, written and presentational), including ability to present sensitive issues/positions and to write reports and technical decisions quantitatively justified;
• Strong negotiating skills and ability to influence others to reach agreement;
• Proficiency in usage of computers, office software packages and advance project management software as well as in handling of web-based management system.
• Ability to live in severe weather conditions, and tolerate extreme cold and modest living conditions;
• Excellent knowledge of both written and oral English is required.
