Assistant Director of Planning & Verification, Pakistan

Project Summary:
In June 2011, MSI was awarded the Independent Monitoring and Evaluation Contract (IMEC). On IMEC, MSI will provide verification, monitoring and evaluation, reporting throughout Pakistan, and across all projects that USAID is supporting. The goal is to assess whether USAID resources are well-spent and achieving desired results and to prevent waste, fraud, and abuse in the administration of programs, regardless of the implementation mechanism.

Position Summary:
The Assistant Director of Planning & Verification (P&V) will manage a team of six P&V staff members in regional offices as well as headquarters in Islamabad. The P&V team will work with USAID to identify verification site visit needs by sector, oversee sub-contracting, training and tasking of local Independent Verification and Validation (IVV) staff/contractors, verify project results, and ensure that site visits are completed on schedule and with high quality. The Assistant Director of Planning & Verification will be supported by local mid-level professionals in Islamabad and one in each satellite office who will each be assigned to one or more USAID sectors/provincial offices to facilitate planning and implementation of verification activities. P&V staff will travel to Independent Verification and Validation contractor offices as needed for oversight of IVV teams via random spot-checks.

Responsibilities:

• Report to Senior Program Advisor for Monitoring;
• Manage team of six local mid-level professionals in Islamabad as well as P&V staff in each of the three regional IMEC offices;
• Oversee Independent Verification and Validation (IVV) contractors’ procurement, contract management, and training and assignment of site visits of local contractors hired to collect verification data;
• Perform random spot-checks to ensure quality and accuracy of verification work done by both contractors and direct-hire staff;
• Conduct one spot-check visit in each province and FATA per month to validate verification data;
• Establish liaisons with each USAID sector team in Islamabad and the three USAID field offices in Peshawar, Lahore, and Karachi;
• Coordinate with USAID counterparts to develop agendas for IMU work including verification visits, compliance monitoring, surveys, special studies, reports, and other tasks;
• Connect with other USAID M&E contractors to coordinate data collection and avoid duplication of work; and
• Other responsibilities as assigned by Chief of Party and Senior Program Advisor.


Qualifications:
• Significant experience in monitoring and evaluation;
• Exhibit the highest standards of integrity, professionalism, and impartiality;
• Excellent communication skills (writing and speaking) and fluency in English;
• Must have fluency in Urdu; fluency in other regional languages desired;
• Highly organized work habits, attention to detail, and an ability to produce work products to tight deadlines;
• Excellent management skills and ability to manage a geographically dispersed team;
• Excellent interpersonal skills and ability to manage a good working relationship with clients;
• Experience designing and conducting evaluations helpful;
• Advanced degree in international development, statistics, or related field preferred;
• Experience working with the US Agency for International Development and other international donors desired; and
• Familiarity with USAID monitoring procedures a plus
