Objectives

The Human Development Department (OSHD) is in charge of the Bank’s interventions in the social sector (including education, health and social protection). The Department carries out its work within the overall goal of poverty reduction and in conformity with established Bank policies and strategies on education, health, and social protection. The Department includes three Divisions: (i) Health, (ii) Education, Science and Technology, and (iii) Poverty Reduction and Social Protection.

With respect to Education, the Bank is currently implementing a strategy for higher education, science and technology (HEST). The strategy puts a special focus on reforming the higher education, science and technology, technical and vocational training systems in Africa, investing in infrastructure; and fostering linkages with the productive sector and at the same time, through the development of a skilled human capital base, position Africa for the expansion of employment opportunities, globalization and competitiveness. Particular attention is also given to strengthening regional capacity to design, manage and implement development activities in science and technology, technical and vocational training and skills development.

Duties and responsibilities

Under the overall supervision of the Director the incumbent will have 2 main responsibilities:

  • Quality Control of Documents in the Department
  • Contribute to ensure the quality and diligent treatment of all technical dossiers in the front-office
  • Assist in the coordination of departmental comments and reviews of bank-wide policy and strategy documents;
  • Assist and liaise with divisions to coordinate the preparation of briefing notes, speeches, etc. for management;
  • Gather and collate information on the work and performance of the department for the purposes of the Departmental annual report and other periodic reports.
  • Contribute to and give opinions on documents, studies and other reports (identification, preparation, appraisal and completion reports, Country Strategic Papers, etc.) prepared by the Bank;
  • Ensure the timely and appropriate treatment of Department responses to Management in consultation with sector divisions, by initiating and drafting the necessary correspondence;
  • Ensure that relevant information is gathered and appropriate responses are provided in dealing with external correspondence obligations of the Department;
  • Communication and Knowledge Management
  • Assist in developing a communication function in the department involving hiring of a communication firm/consultants to prepare a comprehensive communication strategy (internal, external, branding, media, social media, and web strategies)
  • Play an active role in knowledge sharing within the department and with the Bank’s clients, staff and development partners;
  • Assist in the coordination of Department-wide events (retreats, seminars, workshops)

Selection Criteria

  • A minimum of a Master’s degree in Social Sciences or related area
  • A minimum five (5) years of relevant professional experience. Thorough knowledge of human development issues in education, health and/or social protection. Experience and knowledge of the activities of multilateral development banks will be an added advantage;
  • Competence in the use of the Bank’s standard software applications; and web design and management
  • Ability to communicate and write effectively in English and/or French with good working knowledge of the other language.
