Medical Coordinator
LOCATION: Nimba County, Liberia with travel to Monrovia, Liberia
START DATE: ASAP
DURATION: 1 year with possible extension

GENERAL POSITION DESCRIPTION: The Medical Coordinator is responsible for the coordination and management of Equip Liberia’s integrated health programs, including the Rebuilding Basic Health Services (RBHS) project, and delivery of the Ministry of Health and Social Welfare’s (MOHSW) Basic Package of Health Care Services at 23 facilities and their catchment communities in Nimba County. The Medical Coordinator will be responsible to coordinate and provide: capacity building, technical and program development, supervision of relevant health personnel, and monitoring and evaluation of all primary health services according to RBHS/MOHSW indicators. This position will also contribute to efforts to identify and assist in securing ongoing funding for other PHC related programs to ensure the continued success of the program.
KEY RESPONSIBILITIES:
• Support EQUIP’s primary health care activities for delivery of essential curative and preventive healthcare interventions according to MOHSW standards, the National Health Plan, and the Basic Package of Health Services;
• Work with the County Health Team (CHT), Health Facility staff, Community Health Committees (CHCs) and volunteer Community Health Workers (CHWs) to render quality healthcare services in the EQUIP supported facilities and their catchment communities;
• Ensure supervision and monitoring of all health facilities and CHWs;
• Coordinate with Liberia MOHSW and other health partners at the national and county levels, and participate in technical committees and working groups;
• Disseminate health project implementation plans to program coordinators and assist the Director of Programs in communicating responsibilities for aspects of the overall medical programs;
• Directly oversee and manage pharmaceutical supply, including procurement, drug forecasting, warehouse management, and consumption monitoring;
• Ensure rational use and management of drugs, medical supplies and equipment and adherence to treatment protocols;
• Work with Liberia MOHSW and other stakeholders towards ensuring increased community involvement in health planning and implementation, facility utilization, ownership and support of primary health care facilities, and community referral systems;
• Ensure that medical programs utilize standardized protocols, policies, guidelines and established best practices, as prescribed by the Liberia MOHSW and funding institutions, and consistent with internationally accepted standards;
• Identify training needs and develop training schedules in consultation with the CHT and MOHSW, and conduct and supervise training activities of CHTs, clinical staff, Community Health Committees (CHCs), Community Health Workers (CHAs);
• Identify opportunities for program development and lead technical assessments as a basis for program development to ensure continued funding;
• Identify new areas of collaboration with the Liberia MOHSW, stakeholders and key funding partners and seek out opportunities for collaboration between EQUIP health projects and other projects implemented in the same areas;
• Maintain good inter-team communications, engender good team dynamics, and take suitable action when problems occur;
• Support team members professionally and monitor and support stress management, including regular documented team meetings for planning and reporting purposes;
• Carry out personnel performance evaluations as per EQUIP standard requirements and procedures;
• Perform other duties as assigned.
Qualifications:
- REQUIRED -
• Must have medical/clinical and international primary care experience; (MD, PA, Nurse Practitioner with a Master's in Public Health preferred)
• Experience in overseas programs at the Managerial level relating to fully integrated primary health care, maternal and child health, reproductive health, HIV/AIDS, malaria and other communicable diseases
• Prior supervisory experience, plus an ability to contribute to motivational and capacity-building efforts and work with colleagues in diverse cultures
• Excellent organization skills, time management and attention to detail (Ability to work independently and to manage various responsibilities on a daily basis with minimal supervision)
• Must have excellent communications skills, both oral and written
• Must have excellent self-motivation skills
• Prior supervisory experience, and ability to work effectively with national, international and headquarters staff, as well as donor agencies, government officials, and other NGO's; the ability to work with a broad spectrum of people
• Ability to exercise sound judgment and make decisions independently
• Extremely flexible, and have the ability to cope with stressful situations and frustrations, and work with limited resources
• Demonstrated analytical and conceptual skills to plan projects, develop work plans and oversee staff activities
• Must be able to take on non medical responsibilities from time to time to cover for other team members
• Computer literacy with demonstrated use of word processing, database and presentation software (Word, Excel, Power Point). Experience with database development and management in Access a plus.
- LANGUAGE SKILLS -
• Fluency in English (Ability to read, write and analyze, and interpret, technical and non-technical English language documents and manuals)
• Ability to write reports, and training manuals / curriculum
• Ability to effectively present information and respond appropriately to questions from senior managers in the field and HQ, counterparts, senior government and other related regional players
- WORK ENVIRONMENT -
• To be based in Nimba County, Liberia with frequent overnight travel to communities and facilities throughout the county, as well as travel to Monrovia for coordination meetings.
- PREFERRED -
• Preference to three years of clinical medical experience, of which 1 year should be in a developing country or resource deprived environment
• Experience with USAID grant funded programs
