Main responsibilities

Under the overall authority of the Director of International Institute for Capacity Building in Africa, the incumbent will develop and implement the programme strategies and activities of the Institute, following the orientations given by the ADG/ED and the Governing Board of IICBA.

The incumbent will carry out the following duties and responsibilities:

Lead initiation and supervision of teacher policy development and capacity building; research and development; educational policy, planning and management;

Promote innovative approaches to teacher education development and supervisory work on curriculum development, with particular emphasis on the introduction of ICT into education systems in Africa;

Cooperate with the African Union commission, United Nations Agencies, Fund and Programmes and other International Agencies and NGOs on the educational aspects of activity programming and on the formulation of strategies for capacity building;

Contribute to needs assessment and identification concerning educational capacity building in the region, including the preparation of studies, surveys and publications related to IICBA fields of competence; disseminate information on UNESCO, especially IICBA activities in these fields; provide, as appropriate, technical advice on project conceptualization, design, formulation, implementation and evaluation; provide technical backstopping to operational activities in education, including coordination, monitoring and evaluation;

Cooperate and liaise with Headquarters, with the Regional Bureau for Education in Africa (BREDA) and with other Field Offices in matters pertaining to IICBA fields of competence;

Deputize for the Director of IICBA whenever necessary and perform any other duties assigned by Headquarters or the Director of IICBA.

Profile

  • Advanced university degree in education (preferably at PhD level).
  • 10 - 15 years’ professional experience in a leadership position in research, development and professional supervision of education work, of which preferably 7 years acquired at international level.
  • International and regional experience in operational work on teacher education with a major donor or in a UN agency.
  • Knowledge of UNESCO texts concerning mid-term strategy, programme and budget, Education for Africa, plan of action.
  • Strong analytical, negotiating, communication and advocacy skills.
  • Ability to interpret and analyze data and translate into policy.
  • Ability to work effectively in a multicultural/multinational environment.
  • Ability to lead, manage and motivate staff.
  • IT skills for office and educational use.
  • Excellent knowledge of English or French.
  • A good working knowledge of the other language would be an asset.

Candidates may be required to take an appropriate test.

Conditions of employment

UNESCO's salaries are calculated in US dollars but paid mainly in local currency. They consist of a basic salary and a post adjustment which reflects the cost of living in a particular duty station and exchange rates. For this post, the annual remuneration will start from around USD 119,300 (USD 110,800 if without dependants), exempt from income tax. In addition, UNESCO offers an attractive benefits package including 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan and medical insurance. The initial appointment, which is for 2 years, includes a probationary period of 12 months, and is renewable, subject to satisfactory service. Worldwide mobility is required as staff members have to serve in other duty stations according to UNESCO’s geographical mobility policy. UNESCO is a non-smoking Organization.
