Main responsibilities

Under the overall authority of the Assistant Director General for Education and under the direct supervision of the Director of Education, United Nations Relief and Works Agency, the incumbent will coordinate planning, monitoring and evaluation as well as other technical aspects of the programme and provide crucial expertise and advice under the guidance of the Director of Education; carry out operational tasks and manage the day-to-day requirements across the Education Units, with particular emphasis on administration, budgeting, reporting, planning and management.

  • Advise and assist in formulating policies, frameworks and strategies related to the Education Programme in UNRWA’s five Fields of operation; coordinate with Headquarters and Field offices on planning and periodic reviews of results of education programme implementation; lead the preparation of the biennial planning process for the Education Department
  • Ensure compliance with UNRWA policies, rules and regulations and procedures in terms of budget, financial and human resources; lead and support the preparation of external reports on the education programme to development partners and other UN bodies in addition to supporting the annual report of the UNRWA-UNESCO Education Programme; coordinate with the Human Resources Department on personnel policy matters related to classification, grading and entitlements of the staff, and with the Budget Division to ensure the approval of the post actions;
  • Support the day-to-day operations of Headquarters' eight Units and support the Department with regular communication with the Education Leadership Management Team ensuring timely progress of the Education Department workplan; provide strategic management, planning advice and decision making support to the Director of Education with regard to the management of education reform activities, budget and staff, in close collaboration with the Heads of Units;
  • Monitor the implementation of the education programme for regular programme and extra-budgetary activities, for internal and external stakeholders, and ensure quality reports thereon; support directly in strategic planning and foresight in the framework of results based management; assist the Director of Education in the evaluation of the sector’s activities and procedures and participate in programme cycle management through dissemination of lessons learned, reporting frameworks, reviews and studies at national and international levels; support the alignment with UNESCO advocacy, planning and technical reporting frameworks.

Profile

  • Advanced university degree in education planning and management, evaluation or related field;
  • Ability to think strategically and to manage and drive change;
  • Ability to build, manage and promote effective teams, cross-sectoral collaboration and external partnerships; experience in communication would be an asset;
  • At least 10 years’ experience working at a strategic level in the context of education at a UN, multilateral or bilateral international organization, including 5 years’ experience at the high managerial level;
  • International work experience for a minimum of 5 years in a humanitarian and/or development context in programme implementation and operational management;
  • Good understanding of international affairs;
  • Ability to lead, manage and motivate staff and teams in a multicultural environment;
  • Programme planning and management expertise and experience;
  • Excellent knowledge of English (oral and written); knowledge of Arabic would be an asset.

Conditions of employment


UNESCO's salaries are calculated in US dollars but paid mainly in local currency. They consist of a basic salary and a post adjustment which reflects the cost of living in a particular duty station and exchange rates. For this post, the annual remuneration will start from around USD 121,000 (USD 112,400 if without dependants), exempt from income tax. In addition, UNESCO offers an attractive benefits package including 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan and medical insurance. The initial appointment, which is for 2 years, includes a probationary period of 12 months, and is renewable, subject to satisfactory service. Worldwide mobility is required as staff members have to serve in other duty stations according to UNESCO’s geographical mobility policy. UNESCO is a non-smoking Organization.
