Short Term Finance specialist support to IPSAS implementation

Background:

UNDP will adopt IPSAS the 1st January 2012. Preparation to IPSAS implementation involves additional tasks to be performed including but not limited to review of the accounts, assets, lease agreements, balance sheet accounts, open items , etc. A lot of listed tasks have been already initiated and some are finalized. However there is need for temporary assistance to complete the work.

Duties and Responsibilities

Description of Responsibilities :

Reporting to the UNDP CS Head of Finance Unit, and under the general daily guidance of Common Services manager , the Financial Consultant will provide the following services:

  • Review and maintenance of Accounts Receivable of all UN House projects, follow up on contributions, deposits creation in ATLAS and their application to AR pending items;
  • Review the billing process ensuring that all outstanding bills are recovered prior the end of year;
  • Reconciliation of account balances for various balance sheet accounts, in particular accounts : 11XXX; 14XXX; 16XXX, 20XXX and any other account specified by the direct supervisor;
  • Review and timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers. Timely response to HQ requests to resolve financial data issues before the year closure;
  • Review and archive the documents ensuring the proper filing and destruction of outdated files;
  • Review of Assets in service list ensuring that all CoA are correctly recorded and valid on 1 January 2012;
    Other related tasks as per request.

Required Skills and Experience

Education:

  • Advanced Degree in business administration, finance, accounting, economics or a related field, would be desirable

Experience:

  • 5 to 7 years of progressively responsible finance experience is required at the national or international level.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages
  • Strong PeopleSoft (Atlas) knowledge and experience, particularly reconciliations, whether at headquarters of Country Office level.
  • Experience in handling of web based management systems.

Language:

  • Fluency in English.
