Short-term Consultant (Emoluments Committee) - Corporate Services Department

The International Fund for Agricultural Development (IFAD) is an International Financial Institution and a Specialized United Nations Agency whose mission is to enable poor rural people to overcome poverty. IFAD’s headquarters is in Rome, Italy, and it is present in more than 80 countries to develop and finance programmes and projects aimed at increasing agricultural productivity and incomes.

The Emoluments Committee was re-established by IFAD’s 34th Governing Council to review the overall emoluments and other conditions of employment of the President of IFAD. In accordance with IFAD Governing Council resolution 163/XXXIV, “The committee shall be provided with specialist staff to offer such support and advice as the committee may require.” The Emoluments Committee endeavours to use an external consultant to enlarge the scope of its study on a comparative analysis of the emoluments of the executive heads of select international organizations and provide information to facilitate the deliberations of the Committee.
Duties and Responsibilities
The incumbent is to carry out a study in order to provide IFAD’s Emoluments Committee with comparative analysis of the overall emoluments and other conditions of employment of the executive heads of the two other Rome-based agencies, FAO and WFP; as well as select international financial institutions and, in particular, the regional development banks.
The Consultant will be required to:
• Conduct a comparative analysis of the emoluments and other conditions of employment of the executive heads of:
i. FAO
ii. WFP
iii. World Bank
iv. International Monetary Fund
v. African Development Bank
vi. Asian Development Bank
vii. European Bank for Reconstruction and Development
viii. Inter-American Development Bank Group;

• Provide progress reports, according to an agreed-upon schedule, in the course of the assignment, during which time feedback will be provided on the content and process;

• Prepare and submit a draft report of the analysis to the Emoluments Committee;

• Prepare and submit a final written report to the Emoluments Committee including conclusions, recommendations and possible next steps, following IFAD standards for such reports and subject to approval of the Emoluments Committee, no later than 31 December 2011, and;

• Provide an oral presentation to the Emoluments Committee of the final report.
Education and Experience
• Advanced university degree in economics, business, international relations and/or other related field;
• Extensive progressively responsible professional work experience in human resources management or relevant area; knowledge of, and experience in, analysing the emoluments and other conditions of employment of the executive heads of international organisations;
• Proven experience in undertaking qualitative and quantitative research including primary and secondary data collection;
• Proven experience working with, and presenting to, high level representatives of Member States;
• Prior experience working with UN agencies or other international organizations;
Communication
• Excellent writing and oral communication skills in English, proficiency in additional UN languages is desirable, and;
• Advanced computer skills in common office programmes (MS Word, Excel PowerPoint, etc.) and good knowledge of information management.
