The Global Partnership for the Prevention of Armed Conflict (GPPAC) is a worldwide network of civil society organisations working on the prevention of violent conflict. The GPPAC Foundation in The Hague fulfils the task of Global Secretariat for GPPAC.

GPPAC was established in 2003 in response to UN Secretary-General Kofi Annan’s 2001 report on the Prevention of Armed Conflict, in which he urged civil society to organise its role in this field. GPPAC builds on decades of prevention, conflict resolution and peacebuilding work throughout the world and is organised through fifteen regional networks, each of which has developed an agenda to reflect regional principles and priorities, feeding into an overall Global Action Agenda and supported by a Strategic Plan for 2011-2015.

GPPAC is currently pursuing thematic work in the field of Preventive Action, Human Security, Dialogue & Mediation and Peace Education and has programmes on Policy and Advocacy, Public Outreach and Network Strengthening. The GPPAC office in The Hague has 15 staff and is supported by designated Regional Liaison Officers in most GPPAC regions. GPPAC is part of the Dutch Freedom from Fear Alliance, which receives its core funding under the ‘MFS’ (Medefinancieringsstelsel) of the Dutch Ministry of Foreign Affairs.

GPPAC has invested in a collaborative PM&E system that enables the network to measure its results, improve its practices and create a learning environment. Outcome Mapping, a systemic, participatory approach for planning, monitoring and evaluation has since 2007 been used as the main approach for the GPPAC PM&E system. For the 2011-2015 period, Outcome Mapping will remain central to GPPAC’s PM&E approach, and will be adapted and combined with different methods to suit GPPAC’s work. As of 2011, GPPAC is also implementing a new Learning agenda.

Because of a maternity leave, GPPAC is looking for a Coordinator Planning, Monitoring, Evaluation, Learning for a period of nine months, 16 January – 15 October 2012 (4 days/week).

Main responsibilities are: - Manage the GPPAC Planning, Monitoring & Evaluation (PME) system and maintain and update the PME manual. - Manage the PME budget. - Implement programme management software and further develop the PME community on the Peace Portal. - Guide & support staff in planning, monitoring and evaluating their work. - Consolidate and write-up M&E information in lessons learned and organise monitoring meetings. - Guide the implementation of the learning agenda and develop learning tools and structures. - Cooperate with GPPAC’s Action Learning Team to link PME and Action Learning. - Collaborate with IKV Pax Christi, as part of the Freedom from Fear Alliance, on PME requirements related to MFS funding. - Collaborate with coordinator gender to mainstream gender in the PME tools. - Work with Coordinator Donor Relations to ensure consistent inclusion of M&E information in donor reporting and funding proposals. - Monitor PME process in Quality Manual and prepare annual audit. - Support/supervise external evaluations of GPPAC programs or activities. - Conduct internal evaluations. - Capacity building on PME matters for GPPAC network members and GPPAC staff. - Support and participate in interaction with donors.

Applicant Profile: experienced in working in a civil society environment, affinity with field-based organisations, a strategic thinker sensitive to practitioners’ needs while able to deal with the complexity of results measurement in charged political contexts, good analytical and writing skills, comfortable in working across different cultures and committed to the values of conflict prevention and peacebuilding.

Education: University Master’s degree in the field of conflict prevention, peace, development studies, organisational management or similar.

Work Experience: Minimum of five years of relevant work experience, including at least two years in a civil society environment, ideally with experience in civil society networking, preferably work experience in a conflict area, local partnerships, capacity building and general project management. Experience in implementing PME processes and specifically in using Outcome Mapping. Preferably knowledge on systems and complexity theory.

Languages: Fluent in English and working knowledge of Dutch, preferably also other languages (French and Spanish particularly useful).

Skills: outstanding communication and listening skills within complex organisational and cross-cultural environments, able to maintain a professional network of appropriate contacts, shows initiative, accurate, proven writing and editing skills, strong project management skills, planning, monitoring and evaluation skills, facilitation skills.

We offer an interesting and challenging job in an attractive, international and flexible work environment. Conditions are in accordance with Dutch Labour Law. Salary range is € 2449 – € 3882 monthly full-time.
