DIRECTOR, COMPETITIVE BIDS
CARE is seeking an experienced Director, Competitive Bids, to lead the Competitive Bids Unit (CBU) team that provides guidance and support to CARE globally on the acquisition of financial resources through competitive solicitations, primarily from the US Government. CBU provides direct support and builds the capacity of CARE geographic and technical teams to develop proposals and secure over $100 million annually to fund CARE's work in combatting poverty and discrimination in approximately 70 countries in Africa, Asia, the Middle East and Latin America and the Caribbean. CBU assists in identifying opportunities, developing partnerships, recruiting personnel, coordinating project development, preparing budgets and other essential proposal development tasks. The Director is responsible for ensuring that the flow of funds from CARE's institutional donor base is maintained at an optimal level, working in close collaboration with CARE HQ units, Regional Management Units and Country Offices. Primary institutional donors are USAID, State Department, CDC and Global Fund. The Director supervises the multi-disciplinary CBU team and fosters an environment of respect, integrity, diversity, commitment and excellence.

Required
· Bachelors Degree
· Ten years experience in international development, including overseas posting.
· Direct supervision of a team for more than five years.
· Responsibility for proposal development, program design and/or competitive bidding.
· Experience with USAID, and extensive senior-level contacts within the USG donor community required.
· Experience in non-profit, non-governmental organizations.
· Excellent written and verbal communications skills
