Human Resources Manager in Somaliland
Role and Responsibilities
Management of human resource and staff development - for Internationally, Kenyan and Nationally Recruited Staff in the Somaliland programme.
Project Overview
Currently the Health, Nutrition, WASH programme runs in Burao town, and rural southern Togdheer region, Somaliland. There is a Health, Nutrition and WASH programme start up in Sool and Sanaag regions. Potential projects include Emergency Responses and/or expansion of programmes into areas with critical needs.

Key activity areas
Human Resources for Internationally and Kenyan Recruited Staff (IRS and KRS)
• Handle all HQ communications in regards to HR issues e.g. training, arrivals/exit/handover etc. in liaison with Country Director (CD).
• Facilitate all IRS recruitment in liaison with HQ & CD; advise field teams of appointments etc.
• Coordinate IRS and KRS entry and exit into / from the Somaliland programme e.g. briefings, de-briefings, exit reviews, pick up etc.
• To oversee IRS and KRS staff welfare (e.g. through field visits, informal de-brief during R&R times, training in self-care where necessary) and to provide the relevant feedback to HQ HR and line managers.
• To communicate new, or changes to existing, staff guidelines, policies, benefits etc.
• In consultation with HQ HR and CD, develop, update and ensure implementation of HR related policies as applicable.
Human Resources for Nationally Recruited Staff (NRS)
• Plan and recruit for national staff needs with the relevant Project Support Managers and line managers.
• In consultation with other managers create and/or update national staff guidelines and salary scales as necessary.
• Ensure provision of the best possible medical insurance or equivalent for national staff within budget.
• Update contracts when salary changes of all staff.
• Oversee recordkeeping: up to date records of all staff information (contract renewal, JDs etc.).
• Oversee staff welfare including advice on new benefits, review existing ones etc.
Qualifications
• University degree or relevant completed studies
• Human Resources training (HR National Diploma) desirable
Experience / Competencies
• One year in administration /labour law / human resources
• Two or more years of relevant experience desirable
• Able to work in a dynamic and sometimes stressful environment
• Good communication and interpersonal skills
• Able to work with others; to effectively supervise and delegate

• Successful completion of Medair Relief & Rehabilitation Orientation Course (ROC)

Working Conditions
• Living and working in Hargeisa, the capital city of Somaliland, with regular field visits.
• This position includes visits to Burao & Caynabo. Medair international / Kenyan staff are accommodated in team houses.
• Security is always a concern and routine team briefs give information and advise both nationals and internationals to the current security status. Security advice for Nairobi is given by security focal point for Medair East Africa office.
