Finance Officer, Financial Planning and Analysis / Grade 04

Role Summary:

The Finance Officer, Financial Planning and Analysis, reports to Manager, Financial Planning and Analysis (FPA). The incumbent will provide professional financial advice supporting sound-decision making in the process of allocation, disbursement and utilization of financial resources across the Global Fund portfolio of countries and programs in compliance with the Global Fund’s fiduciary policies, procedures and practices. The Finance Officer will support the work of other finance professionals with a focus on the effective and efficient use of donor resources within a country implementation context. The role envisions strong collaboration with other functions within the Global Fund Secretariat, such as Program Finance, Country Programs, Pharmaceutical Management, and Strategy, Performance and Evaluation as well as Local Fund Agents, Principal Recipients and Partners.

Qualifications:

 Master’s degree or equivalent in Finance, Business Administration, Public Administration or Economics Or  A combination of a university degree in Finance, Business Administration, Public Administration or Economics with a professional qualification (Chartered Accountant, Certified Public Accountant, Management Accountant)

An excellent knowledge of English and preferably a good working knowledge of French or one of the following: Arabic, Chinese, Russian, and Spanish. Knowledge of other languages an asset. Strong oral and written communication skills Proficiency in MS Word, Excel and Power Point Familiarity with database solutions and statistical analysis in a financial context

Experience:

 Five to Seven years of experience in financial analysis and decision-making, obtained with an international accounting firm, bilateral or multilateral aid agency, government department, industry, or a commercial or investment bank.
