Haiti Grants Manager

The IRC responded to the earthquake of January 12, 2010 with a focus on the immediate needs of the affected and displaced population in and around Port-Au-Prince (PaP). The program has since transitioned from an emergency response to a country mission, with the overall objective of accompanying Haiti towards its reconstruction and development phase. However, the IRC will maintain the capacity to respond to emergencies, namely in the hurricane season. The current program sectors in Haiti are: gender-based violence, protection, child and youth protection and development, economic recovery and development and environmental health. Currently, IRC has offices in Port-au-Prince and Petit Goâve.

SCOPE OF WORK: The primary scope of the Grants Manager (GM) is ensuring donor compliance with all grants in his/her portfolio. Additionally, the GM will assist in the development of donor proposals, monthly, quarterly and annual reports, and assist in program design, program implementation and monitoring & evaluation. The GM is expected to contribute to the harmonization of approaches, grant management systems and procedures, and programwide strategies for implementation.

RESPONSIBILITIES:

• Coordinate the development of proposals for new projects by working with program staff and ensuring proper review at the HQ level. • Edit, format and compile narrative reports for on-going projects, ensuring timely and quality submission to donors. • Act as main point of contact for New York and UK offices, enuring HQ staff are kept abreast of important issues affecting the country program’s portfolio. • Support the Country Director and the Deputy Director of Programs in donor representation or other relevant meetings at the national level • Act as focal point with donors in-country on grants management issues for ongoing projects • Field internal information requests on ongoing projects, as well as external requests as needed • Support the Country Director and Deputy Director of Programs to seek funding opportunities on the national level, in coordination with the headquarters (regional unit and technical units) • Ensure that grants are implemented in compliance with IRC and relevant donor regulations, including maintenance of updated grant files • Organize monthly management meetings with sector managers/coordinators to ensure strong financial management • Develop a communication and visibility strategy and support preparation of materials such as brochures and newsletters • Ensure that partnership and sub-grant related administrative processes and procedures are standardized and consistently implemented throughout the program, including pre-award compliance checks, agreements, disbursements and reporting • Support program staff in assessing partnership opportunities and ensuring that partners receive appropriate capacity-building support in relation to their needs

REQUIREMENTS: • Bachelor’s degree required / Master’s degree preferred in international affairs or related subject • At least two years experience working in relief or development programs • Previous successful experience developing projects and writing proposals for public donors • Excellent English written and verbal communications skills and proficiency in French; Fluency in French would be a distinct advantage
