Deputy Director / Programme Coordinator

Main Responsibilities

Under the overall authority and direct supervision of the Director UNESCO Iraq Office, the UNESCO Programme Coordinator based in Baghdad will represent the Director as required, and implement UNESCO’s mandate for Education, Science, Communication and Information and Culture in carrying out the following duties:

  1. Act as the Deputy Director in Baghdad and represent UNESCO Iraq Director at all ongoing UN processes and forums in Baghdad with the Government, line Ministries and other partners to advocate for all programme areas of UNESCO’s competence.

  2. Act as the focal point for UNESCO Iraq in Baghdad to establish and develop working relations with senior Government officials, line Ministries, donor representatives, diplomatic missions, UN counterparts and local NGOs represented in Baghdad to ensure proper collaboration and advocacy for UNESCO programmes and initiatives.

  3. Manage and supervise the activities of the UNESCO staff working in Iraq.

  4. Ensure efficient and timely coordination and information-sharing with the Director and all colleagues based in Amman and Erbil.

  5. Contribute directly to the evolution of the Office’s strategic approach and orientation in Iraq with close coordination and collaboration with the Director of UNESCO Iraq Office (Amman).

  6. Assure proper and timely implementation of UNESCO activities in Iraq in working closely in collaboration with Project Officers and staff in UNESCO Iraq Office (Amman) and provide monitoring and guidance for ongoing activities.

  7. Identify and develop projects for implementation in cooperation with local and national authorities;

  8. Assess changing needs within UNESCO’s areas of competence and provide detailed proposals for new UNESCO initiatives accordingly.

  9. Identify and implement strategies to expand and develop UNESCO collaboration in Iraq.

  10. In cooperation with the Administrative Officer based in UNESCO Iraq (Amman), ensure that the administration of UNESCO activities in Iraq are carried out in respect of UNESCO and UN rules and regulations.

  11. Provide programmatic support to incoming missions to Iraq and ensure the strict compliance of all Programme staff with UNDSS security regulations while in country.

  12. Conduct missions and site visits within Iraq to monitor project implementation as well as to develop proposals for complimentary/new UNESCO programme initiatives (in full compliance with UNDSS security regulations).

  13. Assure timely and proper internal/external reporting as required and provide a monthly progress report to Director UNESCO Iraq.

  14. Undertake any other pertinent professional duties as may be assigned by the Director of UNESCO Iraq.

Sought Qualifications

• Advanced degree (Masters or equivalent) in international development studies, law, political science, economics, management, social sciences or other relevant field.

• Minimum of ten years of progressively responsible work experience in humanitarian, development and/or transitional operations with at least two years work experience in the field in a conflict/post-conflict setting.

• Good knowledge of UN system, procedures and operational activities for development.

• Proven strategic vision and strong technical and analytical capabilities.

• Good political judgment with the ability to negotiate at the decision-making level.

• Excellent organizational and management skills.

• Strong interpersonal and communication skills.

• Proven experience in humanitarian and transition coordination and resource mobilization.

• Prior experience in programmes related to Iraq.

• Fluency in oral and written English is essential with knowledge of Arabic and or French a definite asset.

Conditions of Employment

The incumbent shall be contracted on an Appointment of Limited Duration (ALD) for one year, renewable. UNESCO’s salaries are calculated and paid in USD. They consist of a basic salary, post adjustment, hazard pay and exempt from income tax. UNESCO is a non smoking organization.
