Afghanistan PM Education

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and assist within the sector of shelter, education, emergency food security and distribution, camp management and legal assistance.

NRC has been working in Afghanistan for the past 8 years. Over that time some 3 million refugees have returned home – 3 million still remain in Pakistan and Iran. However, the continuing insurgency in Afghanistan has complicated the return making some areas of the country inaccessible and creating new displacement. Many of the returning refugees and internally displaced have no access to land, the title to their land is disputed, or they lack access to their basic civic rights. NRC has been assisting Afghan IDPs and returnees since 2003. The Education programme currently employs some 20 national staff in 2 offices.

With the NRC Programme Director, the Education Programme Manager will contribute to the achievement of NRC’s objective that IDP's and Refugee Returnees enjoy improved access to tenure rights (security of tenure) and access to basic civil rights.

The Education Programme Manager is a member of the NRC Afghanistan Senior Management Team and reports to the Programme Director.

Job description ■Identification of new opportunities to expand the Education programme based on the NRC Core Activity policy ■Development of strategies, concept papers and situation analysis, etc. ■Strategic planning in conjunction with the Senior Management Team. ■Securing programme funding and donor coordination with Programme Director. ■Development of Humanitarian Accountability in the programme. ■Develop and review M & E criteria and systems for project(s). ■Provide related training on M & E to program staff. ■Monitor ongoing quality and performance indicators in all project(s). ■Preparation of required donor and management reports. ■Provide technical feedback on the design of new projects. ■Monthly reports on sectoral issues, trends, new opportunities, particular technical challenges to implementation of NRC’s projects. ■Collation and technical verification of all proposals and reporting to donors and other external reporting. ■Financial review and monitoring of project implementation. ■Input and/or verification of budgets for overall direct program costs; ■Develop area budgets in close coordination with the relevant Area Managers ■Review of bids, contract/sub-grant budgets as required. ■Responsible for technical management of project staff in the field and in Kabul ■Provide technical advice and training to programme staff and partners where necessary. ■Management of staff reporting directly to the post and technical oversight of Education teams in the field in close coordination with the Area Managers. ■Represent NRC at cluster meetings in Kabul ■Active participation in and promotion of coordinating bodies aimed at filling gaps, avoiding overlapping and improving the assistance to the target group. ■Staying updated on all relevant political and policy issues related to the country and the region. ■Identifying, initiating and following up on advocacy issues and actively promoting the rights of refugees, returnees and internally displaced persons (IDPs) in the area, in close coordination with the Programme Director and/or Regional Protection and Advocacy Adviser. ■Ensuring that all security policies and instructions are implemented throughout the Education programme and that NRC staff adhere to NRC’s security rules and guidelines. Job location ■Afghanistan Qualifications ■Higher degree in education or related fields of study with solid field experience, preferably from refugee/IDP education programmes in complex emergencies ■Experience in administration and personnel management ■Development of proposals, budgets and reports ■Political, cultural awareness and experience of working where insecurity is a major issue ■Proven communication, interpersonal, representation, negotiation and management skills ■Fluency in the English language, both written and verbal ■Knowledge of international refugee law and IDP standards ■Office suite computer skills ■Ability to work under pressure, independently and with limited supervision ■Ability and willingness to work and live under difficult circumstances ■Flexible and creative, and it helps if you have a sense of humour. We offer ■Commencement: January 2012. ■Contract period: 12 months with possible extension

■This is a field position, based 50% in Kabul and 50% in provincial offices. The candidate may be requested to relocate to another field location, based on the programmatic needs. ■Shared housing of moderate standard is provided. ■This is an unaccompanied post. ■All international staff working and residing in Afghanistan are obliged to pay income tax to the Afghanistan authorities.
