Deputy Chief of Party/Planning Engineer

DAI, a global development consulting firm headquartered in Washington, DC, seeks a Deputy Chief of Party for an anticipated development program focused on rural infrastructure improvement linked to the development of priority economic corridors and educational institutions within Liberia. This will include but may not be limited to secondary and tertiary road improvement, agricultural infrastructure improvements / upgrades, power supply systems, and building rehabilitation. The position will be based in Monrovia, Liberia with occasional travel required.

Responsibilities: The Deputy Chief of Party will provide design oversight to the local Architecture and Engineering firms in the design of all projects. He/she will be the principal assistant of the Chief of Party regarding issues of project design and implementation and risk assessment and mitigation activities. He/she will serve as the Team Leader for the design team and will be tasked with assisting the Training and Capacity Building Coordinator in the design and delivery of training, as required.

Qualifications Required:

•A university degree or equivalent in Civil Engineering or another degree (scientific or engineering) related to road, bridge and building construction.

•Ten (10) years or more of progressively responsible work experience in managing and implementing infrastructure programs.

•Four (4) years of substantial managerial and technical experience in infrastructure and building construction in one or more developing countries, including design, tendering, contracting, quality and volume control, theft prevention, and operations and maintenance.

•Experience in the assessment, design and construction of rural feeder roads is preferred.

• Excellent verbal and written communication skills and fluency in English.

•Demonstrated advanced ICT skills especially as pertain to applications for engineering design and construction of rural roads and civil works.
