PROGRAM MANAGER - COLOMBO

Working under the direct supervision of the Country Director (CD) and in coordination with the Regional M&E Manager, the Program Manager (PM) has primary responsibility for the successful delivery of sustainable relief and development programs in the country. S/he leads the development and preparation of proposals, partner capacity support, and derives lessons learned from projects funded by LWR. S/he also works with the Country Team to select and update priority action zones (PAZ) for project implementation and regularly assesses the development needs and gaps. The role of the Program Manager is to ensure that all projects are being implemented in accordance with contractual obligations and that they meet the highest standard of implementation.

Duration: 11 months from November 1st 2011 to September 30th 2012

ESSENTIAL JOB REQUIREMENTS

• Minimum 8 years progressive experience in designing, managing, implementing, monitoring and evaluating relief and especially development projects. • Excellent knowledge of budgets and other project-related financial issues. • Excellent Monitoring & Evaluation (M&E) skills. • Knowledge of minimum standards in disaster response (Sphere). • Bachelor’s degree in a relevant field. • Fluency in English and in at least one of the languages spoken in the country. • Excellent verbal and written communication skills. • Familiarity with key development, economic and social justice issues at a practical and policy level.
• Demonstrated ability to work effectively with local government. • Ability to work with minimum supervision. • Experience working with local-based NGOs and community organizations. • Ability to travel at least 60% of the time throughout the Island sometimes for long periods of time. • Proficiency using Word, Excel, PowerPoint, e-mail and web browser software. • Excellent interpersonal skills and willingness to work within a team environment.
