Policy and Advocacy Specialist, Cambodia Evaluation Project, HIV/AIDS and Tuberculosis

The anticipated United States Agency for International Development (USAID) Cambodia HIV/AIDS Innovate, Evaluate, and Disseminate Project (Evaluation Project) will support evaluations, operations research and assessments of U.S. government (USG) supported HIV/AIDS activities in Cambodia.
PATH seeks a Policy and Advocacy Specialist to lead the dissemination task of the Evaluation Project, which will support evaluations, operations research and assessments of U.S. government supported HIV/AIDS activities in Cambodia. The project aims to utilize the best available methods to assess and evaluate innovations in HIV programs; disseminate findings to use for decision making; support the development of the international evidence base for HIV programs in concentrated-epidemic settings; and build the capacity of a local research institution to conduct assessments and evaluations.

Specific responsibilities include:
  • Design and manage targeted policy research, develop recommendations, and produce reports on key policy issues.
  • Lead the dissemination of findings from project research and evaluations to incorporate into HIV programs and policy.
  • Attend national, regional, and international conferences in order to publicize advancements in HIV-related activities in Cambodia.
  • Develop strategic alliances and collaborate with donors, international development NGOs, private industry, and key stakeholders to identify opportunities to strengthen advocacy efforts, and policy development.
  • Work with senior leadership on other partner and USAID programs (ie. HIV/AIDS Flagship) to ensure that policy and advocacy activities are programmatically aligned.
  • Conduct a policy analysis on illicit drug use laws and regulations of the RGC and draft recommendations for USAID/Cambodia to use in future policy discussions with RGC officials and other development partners.
  • Conduct a policy assessment regarding the range of incentive payments to HIV service providers at every level of the health system permissible under current MOH guidelines.
Required Skills
  • Demonstrated success in establishing and maintaining broad strategic networks and partnerships to disseminate evidence and build alliances.
  • Accomplished in advancing issues through advocacy, policy and partnership building with experience developing high impact messages and content, specifically tailored for international development community.
  • Ability to design policy studies including assessments and analysis.
  • Possesse knowledge derived from experience working in Cambodia on HIV/AIDS burden reduction and HIV/AIDS advocacy, evaluation and policy issues required.
  • An effective manager and thought leader with the ability to inspire and influence at all levels.
  • Strong writing and communications skills in English required.
  • Khmer language fluency required.
  • Computer proficient, ability to learn and use specialized software publishing and design programs; advanced skills in MS Outlook, Word and Excel.
Required Experience
Bachelor’s degree in one or more of the following disciplines: communications, public health, social sciences, or other related field minimum, Masters Degree preferred. At least 5 years experience and specialization in policy development work with at least two years in a senior management role. Demonstrated communications and advocacy experience required on health and HIV/AIDS issues. Experience working on HIV/AIDS issues in Cambodia.
