Capacity Building and Training Specialist, Cambodia Evaluation Project, HIV/AIDS and Tuberculosis

The anticipated United States Agency for International Development (USAID) Cambodia HIV/AIDS Innovate, Evaluate, and Disseminate Project (Evaluation Project) will support evaluations, operations research and assessments of U.S. government (USG) supported HIV/AIDS activities in Cambodia.
PATH seeks a Capacity Building and Training Specialist to lead the capacity building and training task of the Evaluation Project, which will support evaluations, operations research and assessments of U.S. government supported HIV/AIDS activities in Cambodia. The project aims to utilize the best available methods to assess and evaluate innovations in HIV programs; disseminate findings to use for decision making; support the development of the international evidence base for HIV programs in concentrated-epidemic settings; and build the capacity of a local research institution to conduct assessments and evaluations. Specific responsibilities include:
  • Coordinate with project leadership and appropriate stakeholders to build the capacity of local institutions to conduct HIV/AIDS research and evaluation.
  • Develop a customized, in-country training plan for key staff of a local research institution and assess their current knowledge, skills, and abilities to conduct and disseminate research, assessments, and evaluations.
  • Organize learning opportunities that selected local research institution staff will enroll in and complete over two to three years.
  • Collaborate with national, regional, and international training institutions as appropriate to establish learning opportunities for local research institution.
  • Work with senior leadership on other partner and USAID programs (ie. HIV/AIDS Flagship) to ensure that training activities are programmatically aligned.
  • Coordinate with partner training institutes to conduct curriculum analysis on important monitoring, evaluation and analysis training courses to ensure topics covered are at appropriate international level of quality.
Required Skills
  • Demonstrated ability and record of success in establishing training programs and building capacity in monitoring and evaluation of health programs.
  • Understanding of Monitoring and Evaluation (M&E) requirements under PEPFAR.
  • Knowledge of HIV prevention, care, and treatment.
  • Knowledge of social science/behavioral, epidemiologic or program research.
  • Possess knowledge derived from experience working in Cambodia on health research, monitoring and evaluation, preferably covering HIV/AIDS issues.
  • An effective manager and trainer with the ability to inspire and influence at all levels.
  • Strong writing and communications skills in English required.
  • Khmer language fluency required.
  • Computer proficient, ability to learn and use specialized software publishing and design programs; advanced skills in MS Outlook, Word and Excel.
Required Experience
Bachelor’s degree in one or more of the following disciplines: in public health, social sciences, or a related field minimum, Masters Degree preferred. At least 5 years relevant experience and specialization in the area of capacity building and social science, including operations research and programmatic monitoring and evaluation. Demonstrated curriculum development and training experience required on health and HIV/AIDS issues. Experience working on health issues in Cambodia required.
