Procurement and Finance Manager European Agency for Safety and Health at Work

The European Agency for Safety and Health at Work is a decentralised agency of the European Union, established in 1996 and based in Bilbao (Spain). The Agency has a staff of approximately 65.
The aim of the European Agency for Safety and Health at Work (EU-OSHA) is to promote safer, healthier and more productive workplaces by providing the European institutions, the Member States and those involved in health and safety at work with technical, scientific and economic information. The Agency is organizing a selection procedure with a view to drawing up a reserve list for the recruitment of temporary agents for the following position:
EUOSHA/AD/12/02 Procurement and Finance Manager (AD 6)
Initially a three-year contract (subject to a probationary period of 6 months), with the possibility of renewal for a further five years and then indefinite duration
1. JOB FRAMEWORK
Within the Agency’s Resource and Service Centre, the Procurement and Finance Manager reports to the Head of the Unit and is responsible for the daily supervision of the Finance and General Services sections.
2. JOB PROFILE
Overall purpose
The jobholder shall ensure a sound financial management of the Agency’s budget and impeccable contract management and tendering procedures.
The jobholder shall be responsible for the coordination of the procurements and the management of the general service, including the administration of the Agency’s office facilities, as well as of the finance functions of the Agency. In addition, s/he will assist the Head of the Resource and Service Centre in monitoring the effectiveness and efficiency of the Agency’s financial operations, internal controls, and risk assessment system and ensure effective coordination and common procedures are in place in the field of procurement.
Main functions and duties
Reporting to the Head of the Resource and Service Centre, the Procurement and Finance Manager is responsible for:
Coordination, support and planning
  • Draw up annual work plan covering procurements, internal controls, financial and budget operations, and monitor their implementation
  • Verify and control the conformity of decisions and operations with existing rules, procedures and Internal Control Standards
  • Liaise with counterparts in other institutions (European Commission, Court of Auditors, etc.) and/or other European Agencies
  • Supervise and assign daily tasks to the staff under his/her supervision of the Finance Section and General Services section
Procurements
  • Contribute to the overall Agency planning and reporting on procurement needs, based on Units’ inputs and needs
  • Foster the development of common tools and procedures, including guide of procedures, templates, etc.
  • Carry out ex ante checks before contract notices are published
  • Provide support and advice on procedures to the various Units and to the Management group
  • Implement e-procurement and an integrated e-contract management tool
  • Provide trainings and support to operational Units in dealing with procurement and contract management
  • Participate in opening and evaluation committees, where required
Internal control and risk assessment
  • Serve as internal control coordinator by drawing up, reviewing and assessing related procedures and policies
  • Provide support to external auditors (IAS, Court of Auditors) and coordinate actions to be taken across units
  • Follow up and review corrective measures taken by the management resulting from audits conducted by external bodies
Budget and finance
  • Deliver to the concerned EU actors (namely the European Commission, the EU budgetary and discharge authority, the European Court of Auditors and the Internal Audit Service) budget related documents and information required by the applicable financial regulations
  • Assess implementation of sound financial management and provide advice to the Management
  • Manage and develop Activity Based Management and Budgeting tools (ABM/ABB and processes for the allocation, use, monitoring and reporting of resources.
Perform other duties related to finance and internal control/risk assessment, as required
