Project Officer for Pollution Response EMSA

The European Parliament and Council Regulation (EC) No 1406/20021 provides the legal basis for the establishment of the European Maritime Safety Agency (EMSA).
The goal of the Agency is to provide technical and scientific assistance to the European Commission and Member States on matters relating to the proper implementation of European Union legislation on maritime safety and pollution by ships. To do this, one of EMSA's tasks is to improve cooperation between Member States in all key areas. This includes undertaking a range of actions aimed at improving maritime safety.
In addition to its initial safety and pollution related work, in April 2004, EMSA was also given additional tasks by the European Council and the European Parliament related to oil pollution response, ship security and training of seafarers.
EMSA invites you to send your application for a Seconded National Expert as Project Officer for Pollution Response. This position will be attached to Department C ‘Operations’, Unit C.1 ‘Pollution Preparedness and Response’.

The initial duration of the secondment is one year with possibility for extension.
The place of employment is Lisbon, Portugal.
Functions and Duties:
Under the responsibility of the Head of Unit C.1, Pollution Preparedness and Response, the successful candidate will be responsible for assisting in the activities of the Unit, in particular:
A. Implementing the HNS Action Plan:
Developing and implementing tools supporting HNS pollution response actions (such as databases, evaluation methods, guidelines, manuals, technical and administrative solutions);
B. Maintaining the operational capacity of the EMSA network of Stand-by Oil Spill Response Vessels:
Fleet management and operational verification (drills and exercises);
C. Implementing EMSA’s Emergency Contingency Plan.
Main skills and qualifications:
  • University degree or equivalent qualification or professional experience;
  • At least 3 years of professional experience, in the area of the above-mentioned functions and duties, acquired after the award of the required qualification. When no university degree or equivalent qualification has been acquired, 7 years of experience is required, of which at least 3 must be in the area of the above-mentioned functions and duties;
  • Sound knowledge of oil/HNS at sea pollution response;
  • Experience in managing oil/HNS response operations at sea;
  • Very good level of written and spoken English;
  • Ability to draft clear and concise reports.
