ICF GHK is growing and we seek a Senior Researcher-Criminal Justice and Fundamental Human Rights. This position supports current research work being conducted for our client, The European Commission. This position is based in Brussels and will report to a Principal Consultant within ICF GHK.

The Senior Researcher-Criminal Justice and Fundamental Human Rights will primarily work on research and evaluation projects supporting our client, The European Commission. The research spans a number of policy issues including criminal justice and home affairs issues impacting children and other at-risk populations, migration trends, border control and illegal migration, human trafficking and other matters.

Responsibilities include:

  • Working closely with a network of research partners responsible for collecting data that may include: the European Union, NGOs and multiple member state organisations;
  • Designing and implementing effective survey data collection and administration methodologies;
  • Conducting site visits, in-depth interviews and focus groups, and facilitating workshops;
  • Synthesising qualitative and quantitative data from a variety of sources. Disseminating the data via reports and in-person presentations to technical and non-technical audiences including the client and partner organisations;
  • Coordinating and effectively managing the work of teams across multiple projects, ensuring quality control, adherence to project timelines and budgets, production of high quality deliverables, and maintaining rigorous research standards;
  • Demonstrating a high level of technical skill and/or content knowledge in evaluation, using state-of-the-art methodologies, tools and best practices;
  • Developing and preparing proposals to capture new business.

Basic Qualifications:

  • Master’s Degree in public policy, public health, communications, behavioural or social sciences, or related field required. Ph.D. preferred;
  • 5+ years of demonstrated experience, in increasingly responsible roles, in the design and implementation of research and/or evaluation studies;
  • Demonstrated content expertise within the field of policy, justice and home affairs and related areas;
  • Knowledge of both quantitative and qualitative research methods and data analytic strategies;
  • Demonstrated experience gathering, analysing and synthesising data and formulating reports;
  • Familiarity using SPSS, SAS, Stata, or other statistical packages;
  • Fluency in written and spoken English required, and other languages;
  • People Management experience required;
  • Strong interpersonal skills with the ability to work both independently and as a team member;
  • Excellent written and oral communications skills.
