STI and HIV/AIDS Community Systems Strengthening Organizer Ministry of Health Dili, East Timor

National STI and HIV/AIDS Community Systems Strengthening (CSS) Organizer will play a key role in supporting sub recipient NGOs, community based organizations and networks for community empowerment, increased organizational capacity, greater health seeking behavior and higher demand and utilization of STI and HIV/AIDS prevention, treatment, care and support services. This position will also support the National HIV/AIDS program to strengthen community oriented policy development, building community linkages, and collaborations with the networks of PLHIV, sex workers, MSM and other vulnerable groups. The activities of the HIV/AIDS CSS specialist will also include social mobilization for addressing stigma and discrimination, promoting gender equality, addressing violence against women and key affected populations and promoting multi-sectoral response.

General Role:
National STI and HIV/AIDS Community Systems Strengthening Organizer will work closely with the National HIV/AIDS Program, Division of Global Fund, sub recipient NGOs and key affected population groups to undertake the following roles—

• Develop systems, approaches and procedures for promoting greater involvement of key affected communities in National STI and HIV/AIDS program planning, management and implementation
• Support sub recipient NGOs and community based networks in the areas of organizational development, management and leadership strengthening, systems development, documentation and reporting
• Facilitate setting up a secretariat of networks of key affected populations in Timor-Leste for capacity building, coordination, advocacy and greater involvement
• Review, update and support implementation of sub recipient oversight and capacity development plan of the National HIV/AIDS program and lead programmatic verification of sub recipient progress update and disbursement requests
• Visit sub recipients and sub-sub recipients regularly and provide need based problem solving, technical assistance and supportive supervision on programmatic and management issues
• Support the National HIV/AIDS program on timely responding to sub recipient request for budget variations, re-programming and other programmatic and budgetary approval issues and general advice on process
• Develop and design tools and training materials for capacity building of the members of key affected population based on participatory need assessment
• Participate in planning and implementation of National HIV/AIDS and STI Program and strategies as a member of the HIV/AIDS Unit Management Team and coordinate with other Technical Assistance personnel in the conduct of Program activities as specified in the Program Implementation Plan (PIP).
• Support and coordinate effective monitoring and evaluation of Program activities as assigned in the PIP and M&E Plan including guidance of SR staff and M&E national program staff.
• Perform any other tasks consistent with the role, as agreed with the Manager of the National HIV/AIDS section or as requested by the National Manager of the Division of Global Fund.

Specific Deliverables:
• A framework/plan developed for National HIV/AIDS program for promoting greater involvement of key affected communities in National STI and HIV/AIDS program planning, management and implementation
• Sub recipient NGOs and community based networks supported in the areas of organizational development, management and leadership strengthening, systems development, documentation and reporting
• A secretariat of networks of key affected populations set up in for capacity building, coordination, advocacy and greater involvement purpose
• Sub recipient oversight and capacity development plan of the National HIV/AIDS program reviewed, updated and implemented with regular verification of sub recipient progress update and disbursement requests
• Sub recipient request for general guidance, budget variations, re-programming and other programmatic and budgetary approval issues regularly responded
• Participatory assessment conducted and necessary tools and training materials developed for capacity building of key affected populations.

Required Qualification and Competency:
• A bachelor or equivalent degree from a recognized institution
• Minimum three years experience of working with key affected communities for STI and HIV/AIDS
• Strong organizational development, coaching, mentoring and teamwork skills in low resourced and community setting
• High-level English language skills. Language skills in Tetun, Bahasa Indonesia and Portuguese will be added advantage.
• Experience of working in cross-cultural teams and sensitivity to cultural, gender and sexuality issues.
• Critical analysis, creative thinking and problem solving skills and ability to work with multiple stakeholders and in difficult to work situations.
