Job Summary:
The Health Promotion Department of the Ministry of Health provides necessary support to national disease programs in developing and producing communication messages and materials for health promotion and behavior change. Located within Health Promotion department the Health Promotion Specialist will work closely with the National HIV/AIDS program to meet communication needs of different aspects of National STI and HIV/AIDS program implementation. Following an audience analysis and communication survey, the Health Promotion Specialist will help putting together a condom social marketing strategy and National STI and HIV/AIDS Communication Plan and develop necessary messages and materials. The Specialist will also support developing national capacity in monitoring and evaluating use of communication media and materials to achieve programmatic objectives.

General Role:
• Commission audience and market research and develop a condom social marketing strategy and National STI and HIV/AIDS Communication Plan to support different aspects of National STI and HIV/AIDS program including STI service promotion, VCT service promotion, treatment adherence, reducing stigma and discrimination, condom social marketing and others
• Revise and produce necessary communication materials as per condom social marketing strategy and STI and HIV/AIDS Communication Plan including print, radio and television materials
• Provide training and on-the-job capacity building support to Health Promotion Department, National HIV/AIDS Program Unit and Sub-recipients on production and use of communication materials.
• Conduct regular site visits to follow up and provide supportive supervision for effective use of communication materials
• Support coordination of printing, production, distribution and use of communication materials as per plan
• Provide recommendations for future communication strategies and material to be developed to enhance program delivery

Specific Deliverables:
• A condom social marketing strategy and National STI and HIV/AIDS Communication Plan developed
• Necessary communication materials developed and produced as per condom social marketing strategy and STI and HIV/AIDS Communication Plan
• Training and on-the-job capacity building support provided to Health Promotion Department, National HIV/AIDS Program Unit and Sub-recipients on production and use of communication materials
• Regular site visits conducted to follow up and provide supportive supervision for effective use of communication materials
• Printing, production, distribution and use of communication materials coordinated as per plan
• An end of contract report submitted with recommendations for future communication strategies and material to be developed to enhance program delivery

Required Qualification and Competency:
• A bachelor or equivalent degree from a recognized institution
• Minimum three years experience of working with key affected communities for STI and HIV/AIDS in the production of communication strategy, plan, media and materials
• High-level English language skills. Language skills in Tetun, Bahasa Indonesia and Portuguese will be added advantage.
• Experience of working in cross-cultural teams and sensitivity to cultural, gender and sexuality issues.
• Critical analysis, creative thinking and problem solving skills and ability to work with multiple stakeholders and in difficult to work situations.
