The International Institute for Democracy and Electoral Assistance — International IDEA is an intergovernmental organization that supports sustainable democracy worldwide. International IDEA works worldwide. It is based in Stockholm, Sweden, and has offices in Brussels, New York, Latin America, Africa and Asia.

Internal Auditor

Main functions of the Internal Auditor:

The main functions of the post are:

  • To establish the Internal Audit function at International IDEA;
  • To assist the Institute to establish a systematic approach to effective risk management and governance processes;
  • To ensure adherence to internal controls;
  • To undertake operational reviews and recommend corrective actions.

Context:

Internal Auditing is an independent and objective assurance and consulting activity that is designed to add value and improve an organization’s performance.

The internal auditor is expected to discharge his/her responsibilities by providing management and the Council of Member States with an independent evaluation of compliance with management policies and an objective assessment of the effectiveness of these policies in meeting the Institute’s objectives. The Internal Auditor is also expected to review and evaluate the adequacy and effectiveness of the Institutes structure of internal control and the quality of programme performance.

Duties and Responsibilities:

General, Programme, Managerial and Administrative, as applicable

Through a written audit charter that establishes its purpose, authority, and responsibility to support its independence and objectivity within the Institute, the incumbent performs the following duties:

  • Develops the Internal Audit Charter for International IDEA;
  • Plans and carries out on her/his own initiative the internal audit function including the preparation of a risk-based audit plan;
  • Works with Management to ensure that all major risks of the Institute are identified and analysed on an annual basis;
  • Carries out the financial review of International IDEA to ensure that internal controls are working effectively;
  • Makes recommendations on the systems and procedures being reviewed, reports on the findings and recommendations and monitors management’s response and implementation;
  • Assists International IDEA’s offices in preparing themselves for audits by performing selected tests and recommending corrective action plans; tracks and ensures all corrective action is taken in a timely manner;
  • Conducts necessary training to educate staff on accountability, compliance and internal control issues;
  • Establishes a monitoring system of financial management performance which provides early warning of problems;
  • Regularly informs Management and Audit Committee and the Finance and Audit Committee on the overall compliance status of the organization;
  • Coordinates coverage with the external auditors and ensures that both parties are aware of each other´s work and areas of concern;
  • When required, undertakes investigations;
  • Conducts any reviews or tasks requested by the Secretary-General (or his/her delegate), the finance and Audit Committee or The Director of Corporate Services, provided such reviews do not compromise the independence or objectivity of the internal audit function;
  • Actively integrates the inclusion of a gender perspective in all programming activities;
  • Carries out other duties as assigned by the Line Manager or any person designated by him/her.

Qualifications and skills

Basic qualification requirements:

Level and type of formal education:

  • University degree in Accounting;
  • Professional qualification CPA, CIA or equivalent;
  • Certified Auditor – experience in recognized international auditing firms preferred.

Professional experience:

  • Minimum of seven (7) years experience in auditing and accounting, preferably in a public environment or in a non for profit organisation.

Functional competencies:

  • Ability to prepare audit work plans;
  • Ability to work independently, as the job entails no direct team management;
  • Ability to communicate issues and recommendations effectively;
  • Strong analytical, written/verbal communication;
  • Interpersonal and relationship building skills;

Language skills:

  • English: Fluent written and oral;
  • Other: Any other widely spoken language in an International IDEA priority region would also be an asset.

Computer skills:

  • Proficiency required in audit programs, spread sheets, word processing.
