ASSIGNMENT DESCRIPTION

The creation of a financial literacy website for raising public awareness on financial services and products is consistent with the long-term strategic objectives for financial sector development in Azerbaijan. The Central Bank of Azerbaijan (CBAR) considers that the launching of such website would help fulfilling one of the main objectives of the CBAR's Strategic Plan for 2012-14. The CBAR requires technical assistance of a financial education expert to provide guidance on the establishment and development of the CBAR's financial literacy website, based on the best international experiences.

For this matter, the consultant will undertake the following tasks:

(i)Provide detailed guidance on the establishment and administration of a personal finance education (financial literacy) website;
(ii)Advise on existing financial literacy and education websites that could provide useful models;
(iii)Recommend the scope and topics to be covered in the financial literacy website;
(iv)Recommend the steps which should be taken to ensure that the brand (including the look and feel and the language used) is user-friendly;
(v)Advise on setting separate sections for different target groups (e.g. schoolchildren, young people, etc.);
(vi)Advise on how to seek the views of target audiences and to test proposals and prototypes which are developed with target audiences;
(vii)Advise on how best to provide comparative information about financial products and services;
(viii)Provide advice and examples on various attractive infotainment e-tools relating to financial literacy (games, videos, quizzes, etc.);
(ix)Advise on whether the website should be self-contained or whether it should include links to other websites/resources provided by different organizations and, if so, how to achieve this; 
(x)Advise on how to drive traffic to the website cost-effectively;
(xi)Advise on the types of functionality that the website should have;
(xii)Advise on how best to provide information about the functions and role of the CBA via various attractive e-tools;
(xiii)Travel to Azerbaijan to present initial recommendations to the CBAR and gather relevant information and feedback;
(xiv)Consult with CBAR and other stakeholders, as needed, to gather relevant examples of materials that could be included in the website;
(xv)Review the content material prepared by the CBA that would be included in the website;
(xvi)Respond to different comments and questions regarding the presented recommendations and be available for virtual audio or video conferences;
(xvii) Travel to Azerbaijan to present final recommendations.

ELIGIBILITY

Main role of the expert or selected consultant is to provide guidance and consultation for the establishment and development of the websites.

To be considered, the selected consultant must have:
- Experience in developing and/or maintaining a financial education website
- Experience in e-learning programs (desirable)
- At least 5 years of experience in the relevant field
- Excellent speaking and writing skills in English
- Excellent communication skills and high university degree

INDIVIDUAL / FIRM PROFILE
The consultant should be an individual.

The World Bank now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals).
