ASSIGNMENT DESCRIPTION

The Global Partnership on Output-based Aid (GPOBA) is working with the National Water Supply and Drainage Board (NWSDB) of Sri Lanka to pilot an Output-based Aid (OBA) approach to increase access to sanitation services to low income households in Colombo, Sri Lanka. The project leverages an Output-Based Aid (OBA) approach, whereby part of the cost of specific outputs, namely new connections to sewers and decentralized systems (DEWATS) and improvements to onsite sanitation, will be reimbursed by a GPOBA grant after independent verification, on a sample basis, of their eligibility for financing. This selection aims at competitively select the Independent Verification Agent (IVA) to review project implementation plans and regularly verify project outputs, over the duration of the project.

Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Qualification Criteria

• 1. Provide information showing that they are qualified in the sewerage and sanitation sector. *
• 2. Provide information on the technical and managerial capabilities of the firm, and of knowledge and understanding of Output-Based Aid approaches. *
• 3. Provide information on their core business and years in business. *
• 4. Provide information on the qualifications of key staff with respect to knowledge and experience in supervision of sewerage and sanitation works, OBA approaches and low-cost sewerage technology. *
