Expression of Interest (EOI) Request for Information (RFI): Partners for Assessment Studies on RE Supply Options for Clients.


IFC Sustainable Business Advisory has established a standard Power/Thermal Supply Options Diagnostic service to conduct pre-feasibility assessments of small and mid-scale electric and thermal energy supply options to examine the viability of setting up captive power generation using various renewable energy (RE) power supplies for large energy consumers. With this call for Expression of Interest Request for Information IFC wants to identify qualified consulting firms for these pre-feasibility assessments. Tenders for individual pre-feasibility assessments will be published with special attention to the resulting informal pool of qualified consultants. 

With this Expression of Intent (EOI) IFC is seeking to identify interested firms with the right skills and capabilities who can conduct the pre-feasibility studies. It is the intent of IFC to identify a pool of consulting partners with regional or global reach to deliver 10-20 pre-feasibility studies, as needed, over the next 3 years. This EOI will serve as a fact-finding instrument to identify possible candidates; however it should be noted this EOI will not result in actual project work until specific projects are identified. These projects will then be tendered to the companies shortlisted through this EOI. Final selection will depend on technical capabilities, market knowledge, regional expertise, and price. 

Project Detail:
Consultant will conduct the pre-feasibility studies to identify potential opportunities for renewable energy supply, in particular wind, solar, hydro, bioenergy/biomass at specific sites with large energy demand in developing and emerging countries. The work will contain an on-site visit and desk-based assessments. The pre-feasibility will consist of technical, economical and regulatory assessment and proposal of high-level design of power plant, with associated financial model/ business case. It will be guided by a standard structure for pre-feasibility studies and standard financial model.


Firm Submission:
For this fact-finding EOI, the interested parties will need to submit an Expression of Interest proposal highlighting technical and professional knowledge and experiences across all RE technologies and have regional reach and knowledge, and include example of projects.
Qualification Criteria

  • 2. Provide information on the technical and managerial capabilities of the firm in renewable energy sectors and captive power market.. *
  • 3. Provide information on their core business and years in business. *
  • 4. Provide information on the qualifications of key staff. *
  • 5. Provide information on the regional reach of the business in developing countries and emerging markets. *
