Technical Advisor I, Lead Evaluator based in Washington DC.

Position Summary:
 
The Lead Evaluator will be primarily responsible for design, management and oversight of all aspects of a 3-country research study that will look at the impact of various interventions on the ability of women to enter and grow Small and Medium-Sized Enterprises (SMEs). The interventions will be implemented by three implementing partners in India, Peru, and Kyrgyzstan. The Lead Evaluator, who will lead an international team consisting of other evaluation specialists and subject-matter experts, will be based in Washington DC with frequent travel to each country to ensure the highest quality and rigor in research design and implementation. In addition, this position will provide strategic leadership and quality assurance for other FHI 360 projects as needed. As such, the Lead Evaluator should have demonstrated experience in economic development program design, implementation, and evaluation in an international setting, a strong research background, knowledge of both qualitative and quantitative methods, and experience having designed and conducted rigorous impact evaluations.
 
 Job Responsibilities:
 
  • Direct country-based studies, communicate effectively with subjects, research team, IRB and sponsor; meet regularly with the research team to discuss subject participation and protocol progress; ensure that all research staff are informed about the protocol and investigational agents
  • Ensure cutting-edge Technical Assistance (TA) is provided to the project in the areas economic development, women’s empowerment, operations research, and evaluation.
  • Provide the IRBs with required documentation to initially review the study (i.e., protocol,  informed consent form, recruitment advertisements and any written information to be given to subject(s)
  • Ensure adherence of research ethics in all assessments and studies.
  • Oversee financial and programmatic reporting to the client.
  • Ensure timely completion and submission of project deliverables.
  • Recruit and manage staff, provide mentoring support.
  • Conduct data collector training with local counterparts
  • Represent project work in national, regional or global forums, networks and advisory groups, and consultative sessions or conferences.
  • Oversee development and implementation of the capacity building plan for project staff and partners.
  • Oversee documentation and publication of project activities and achievements.
  • Keep updated on the newer developments in terms of policies, guidelines and technical developments.
 
Minimum Requirements:
 
  • MS/MA and/or PhD required.
  • Minimum of 8+ years’ experience with international development programs and professional level of knowledge and expertise in economic development, women’s leadership, and evaluation, with international working experience,
  • Ability to travel to India, Peru, and Kyrgyzstan or other.
  • Demonstrated technical knowledge and research ability and experience.
  • Proven skills in management, supervision, leadership and networking.
  • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues.
