1.         JOB PURPOSE
To contribute in upholding Sexual Reproductive Health and Rights (SRHR) of all the people, particularly the poor and vulnerable in the South Asia Region (SAR) by ensuring access to quality safe abortion services.
To provide technical assistance to SAR Member Associations (MAs) in safe abortion advocacy and service delivery within the larger framework of sexual and reproductive health (SRH) and rights.
2.         KEY TASKS
1.     To lead the operationalising of IPPF’s Abortion Strategic Action Plan(ASAP) in SAR and support SAR MAs in its implementation.
2.     Responsible for planning, implementing and monitoring performance of services/assistance under the abortion portfolio, in terms of:
a.     Delivery of programmes/services
b.     Deployment and utilisation of resources
c.     Development of people
d.     Deployment and stabilisation of systems and processes
e.     Reach
f.      Quality
g.     Cost
h.     Time
3.     To be the focal point on safe abortion in the Region when engaging with Central Office (CO) London, SAR MAs and other stakeholders.
4.     To provide technical support and contribute to the smooth and timely implementation of restricted projects on Safe abortion advocacy or service delivery.
5.     Contribute to IPPF’s emerging agenda on abortion related issues by:
-          Developing and disseminating guidelines, policies, standards and technical tools to contribute to universal access on safe abortion and other sexual and reproductive health services and improve Quality of Care (QoC) among MA service delivery points
-          Contribute to abortion related advocacy efforts in the region and support SAR MA’s in undertaking abortion related advocacy to expand service provision in the region
-          Ensuring progress of MAs on the performance based indicators on Abortion and QoC in SAR
·         Being the knowledge resource on discourse in the current field of abortion related issues, gender and QoC
·         Providing technical support to SAR MAs on developing and implementing the Abortion section of Annual Programme Budgets (APBs)
·         Representing SARO in various coalitions, conferences and events
·         Providing technical support to SARO and MAs for developing concept notes and proposals for securing funding for work on issues related to abortion and other SRH issues
·         Providing necessary technical inputs during accreditation review of MAs.
·         Contribute to providing technical assistance to MAs in strengthening a quality assurance system to provide services in accordance with IPPF’s QoC principles.
6.     To provide feedback periodically to the Management Group at SARO and any other relevant body/agency.
7.     To build and maintain positive working relations with all members of staff and contacts both within and outside the Federation.
8.     To undertake any other reasonable duties as may be requested from time to time.
 
3.         RESPONSIBILITIES

·        Responsible for the SARO yearly abortion budget and expenditure
               c)   Advisory responsibilities carried out by the job holder.
·        Train and advise SAR MAs, Regional Director, Directors and Programme Officers and volunteers on technical issues relating to abortion.
·        Train and advice SARO and SAR MA staff on all clinical issues related to different thematic areas of SRH
4.         EDUCATION & QUALIFICATIONS
Describe the likely educational/training background of the job holder.
·          Medical technical education (MBBS), preferably with post-graduate qualification in Obstetrics and Gynaecology / Public Health / Social Medicine / equivalent
5.         PROVEN ABILITY
Describe the minimum level of professional experience required to do the job.
·        Minimum 5 years experience in designing, managing, implementing and monitoring of SRH programmes with specific focus on abortion, family planning, safe motherhood in developing countries. Prior experience in working on abortion programmes would be an advantage.
·        Excellent understanding of the associated technical and political issues related to abortion and SRH issues.
·        Knowledge and experience in implementing QoC in resource limited settings, preferably in the South Asia Region
·        Experience in monitoring SRH programmes and quality of care in clinics and outreach settings, especially related to safe abortion.   
·        Experience in training health providers on SRH issues.
·        Experience of managing multi-site projects and working with multiple partners.
·        Strong financial management skills with experience in budget tracking and management of annual budgets.
6.         SKILLS

·        Fluent in English. Fluency in other language(s) spoken in the South Asia Region would be desirable.

This position is open to individuals who are Medical Graduates (MBBS) and have at least 5 years relevant experience in designing, managing, implementing and monitoring of SRH programmes.

Annual gross starting salary for the above position is Rs. 13,15,800.
