Supply Chain and Access Analyst Clinton Health Access Initiative New Delhi, India

Founded in 2002 by President William J. Clinton, the Clinton Health Access Initiative (CHAI) works to broaden access to life-saving treatment for HIV/AIDS, tuberculosis and malaria patients in the poorest parts of the world. As part of this mission, CHAI’s “Access Programs” approach global public health challenges with market-based strategies, using simultaneous engagement on both the supply and demand sides of the market. On the supply side, CHAI engages with suppliers of essential drugs and diagnostics to improve access to products by lowering prices, accelerating new products to market, and sharing market intelligence. On the demand side, CHAI organizes and consolidates demand for health commodities by helping governments to scale up treatment programs, mobilize new resources, improve procurement processes, and enhance local human resource capacity. Working with over 30 governments and other partners, CHAI is focused on large-scale impact on many of the largest barriers to effective treatment and care.

The Supply Chain and Access team is a key source of support for the National Aids Control Organization, nodal agency of India as well as the National Department of Health in Papua New Guinea. The SCM team works to improve and strengthen the supply chain system existing in public health, primarily for all HIV commodities. This involves working closely with the Central Government, State Governments as well as the HIV facilities. The SCM team works with the government to reduce the number of expiries of expensive, life saving medicines, eliminate stock-outs of the same and improve access to treatment for the patient. The Indian HIV Program has 500,000 patients on HIV treatment and encompasses over 12,000 HIV Facilities and $200 million in HIV commodities.
The team also works on in-country access initiatives which includes national forecasting of HIV commodities, regimen optimization, tendering and procurement, increasing uptake and quality control.



Position:

The Supply Chain and Access Analyst will work with the Supply Chain team to implement unique supply chain systems and processes to help strengthen the existing logistics network for HIV commodities. Specifically, we are in the process of rolling-out a new inventory management software linked to Bar-Coding hardware for 32 State Aids Control Societies and over 300 Anti-Retro Viral Treatment Centers. This will enable the program to collect and utilize accurate and complete data, improve the national forecasting and procurement process, reduce expiries and stock-outs of HIV commodities, and ultimately save lives of thousands of patients.

We are seeking a highly motivated individual with outstanding credentials, analytical ability, and communication skills. The Analyst must be able to function independently and flexibly and have a strong commitment to excellence. Responsibilities: 
•Understand and document functional specification requirements using simple software design tools such as flow charts, form designs, validations, system control 
•Standardize key forms used for inputs of supplier packing list, SACS allocation/distribution form, peripheral site dispensation form and monthly stock reporting format. Standardization would include getting the buy-in of SACS and suppliers
•Assist in selection of software and hardware vendors and monitoring of vendor progress and payments
•Work closely and continuously with the software developer to provide inputs on business logic and user requirements, creation of user -interface, functionality and performance of the system
•Lead the user acceptance testing effort before pilot of the software
•Assist in detailing the pilot and national rollout plans
•Assist in developing workshop material and planning of workshops
•Make follow-up visits to ensure successful implementation across the country
•Provide remote support over phone and e-mail to SACS and ART Sites with the help of software and hardware vendors during the AMC periods
•Assist in replication of the concept as well application of the technology in other areas (such as on DBS Cards for faster and accurate result reporting)


Qualifications: 
•Minimum qualifications: Bachelor’s degree (Undergraduate in any stream, technical degree or course will be preferred) 
•1-3 years of work experience. Some exposure to software development/implementation projects either through education or work -experience
•Good written and verbal communication skills, including the ability to prepare and deliver compelling presentations
•Strong analytical, problem solving, and quantitative skills
•Ability to think strategically, handle ambiguity and work in a fast-paced, limited-structure, multicultural environment
•Ability to learn on the job quickly 
•Detail-oriented with strong organization skills
•Ability to handle multiple work streams simultaneously and work independently
•Ability to innovate and adapt for changing project needs and also to work on different projects or geographies
•Field implementation experience of at least one complete project in any area
•Willingness to travel extensively and to remote places
•High level of proficiency in Microsoft Excel, PowerPoint and Word
•Fluency in English and Hindi
