Financial Analyst I, FANTA III Project in Washington, D.C

Position Description:
Food and Nutrition Technical Assistance III (FANTA) improves nutrition and food security policy, strategy and programming, and provides technical support to USAID and its partners, including host country governments, international organizations and PVO implementing partners. Focus areas for technical assistance include maternal and child health and nutrition, HIV and other infectious diseases, community-based nutrition programs and interventions, food security and livelihood strengthening, and emergency and reconstruction. FANTA develops and adapts approaches to support the design and quality implementation of field programs, while building on field experience to improve and expand the evidence base, methods, and global standards for nutrition and food security programming. The project, funded by USAID, is a five-year cooperative agreement.
The Financial Analyst I will provide financial support to the FANTA Project. S/he will work closely with the Finance Manager, Officers and Analysts, project staff in Washington and the field offices, FHI360 accounting and purchasing and subrecipients to ensure the timely and cost effective management, administration, and execution of the FANTA cooperative agreement. S/he will serve as an integral member of the FANTA operations and finance team and will backstop other team members in their financial tasks as needed.  Specific responsibilities include:
  • Assist with the preparation of annual/modification direct project and overhead budgets with periodic updates as needed. 
  • Assists with monitoring project office cash flows and fund transfers by processing cash account analysis, ensures adequate funds are maintained within each program, processing wire transfer requests to field offices and ensuring timely transfer of funds.
  • Provides support for field programs by conducting live meeting training on financial systems and processes.
  • Works with FANTA staff to help them understand the financial aspects of the assigned Country Offices.
  • Manages sub recipient financial reports for assigned Country Offices by reconciling US based sub recipients with the General Ledger accounts.
  • Reviews and analysis sub award tracking system, manages US partner payments and collaborates with project staff on financial close outs of sub recipients
  • Assist in the design, testing and maintenance of supporting financial modules and tools related to grants, awards, and contract management   
  • Assists in development of best practices and training initiatives as requested.
  • Assists in development of financial reporting and tracking systems.
  • Reviews expenses and ensures proper allocation of costs.
  • Review Expense Reports and other payments to completeness and compliance

Minimal Requirements:
  • Bachelor’s degree in Finance/Accounting or related field and 3 years of experience, or Associate’s degree and 5 years of relevant experience. 
  • Experience in providing outstanding customer service, performing complex activities associated with maintaining ledger accounts, and in ensuring compliance with company’s system of internal controls
  • Proficiency in spreadsheet software.
  • Working knowledge of computerized accounting software experience preferred
  • Articulate and professional and able to communicate in a clear, positive fashion with clients and staff
  • Advanced Knowledge and experiences in Excel, Word, PowerPoint
  • Resourceful through technology, research skills, and relationship building among several organization teams and units and professional organizations to resolve problems and initiate enhancements.
  • Handle financial and quantitative information with accuracy and precision; resourceful in gathering, verifying and analyzing financial data.
  • Able to work with minimal supervision.
  • Must demonstrate excellent analytical, communication, and organizational skills
  • Respond to most inquiries independently and follow-up on requests in an efficient manner.
