Programme: Strengthening Policy-Making Capacity of the Emerging Diaspora Ministries in Africa
The African Diaspora Policy Centre (ADPC) is an independent platform of knowledge and expertise in the area of migration and development. The Centre plays a strategic role in the facilitation of a constructive collaboration between the African diaspora in Europe and institutions and governments in Africa for the development benefits of the continent. It achieves its goals by conducting evidence-based policy-related research, organizing expert meetings and conferences, undertaking capacity building training, facilitating contacts and networking relations and providing consultancy and information services.
This three-year programme seeks to strengthen the policy-making capacity of emerging Diaspora Ministries in Africa. The programme will facilitate three complementary activities: capacity building training, direct technical assistance, and the provision of online courses.  The key objective of the programme is to improve the skills of diaspora-oriented policymakers, in terms of designing effective policy instruments to facilitate the integration of diaspora-driven development into the overall national development agenda in their respective countries. For this programme, ADPC is looking for a coordinator who has a proven experience in working in development policy circles in Africa, both at national, regional  and continental levels.  The programme coordinator works under the supervision of the director.   
Main tasks and responsibilities
-Coordinate the overall activities of the project in different countries in Africa  
-Coordinate the development of a training curriculum
-Organize capacity building trainings in Dakar, Senegal in cooperation with local partner
-Communicate and liaise with the United Nations Institute for Economic Development and Planning (IDEP) in Dakar, the ADPC partner on the continent
-Arrange technical assistance missions to three targeted countries – Ghana, Kenya and Uganda
-Drafting terms of references for experts to the missions
-Communicate and liaise with government officials in relation with the technical assistance missions
-Coordinate the development of online courses
-Document lessons learned and publish results for wider audience
-Responsible for the monitoring and evaluation of the programme
-Manage the administrative and budgeting requirements of the programme
-Write reports for donors as well as funding proposals
-Available to travel
-Assist the director in the day to day activities related to the programme
Required skills and experience
- Academic qualification in social sciences – masters degree in development studies; migration and development or political economy –with a focus on the development of Africa
- At least five years of relevant experience in working within development policy circles in Africa both at national,  regional  and continental levels
-Affinity with the African diaspora and with development related issues regarding Africa
-Proven relevant experience in trainings for policy makers
-Experience in preparing publications, documents, reports
-Solid work experience in a non-governmental organizations is a key requirement
-Strong analytical and planning skills
-Excellent writing and editing skills and highly developed communication skills
-Fluent in English and French as well
-At least five years of experience in project management, including financial management, fundraising and planning, monitoring and evaluation
-Outstanding organizational and communication skills within cross-cultural environments
-Able to work in an international team
