ASSIGNMENT DESCRIPTION

One of the main elements of building awareness of the residents of the multifamily buildings is to conduct energy audits of the multifamily buildings to showcase all deficiencies of the construction and list all necessary measurements needed to modernize the building. Energy audits are also an important pre-requisite for developing business plans for HOAs wishing to obtain commercial financing to implement modernization measures with a list of building modernization initiatives, costs of those initiatives and proposed payback times. 

The assignment for the Consultant is to conduct up to 100 energy audits for the multifamily residential buildings in the City of Lviv and up to 20 energy audits of the same construction type in the City of Vinnitsya. The Consultant shall also be expected to provide necessary technical consultations and support for the homeowner associations in the Cities.

The World Bank intends to finance the assignment / services described below under the following trust fund(s):

SUBMISSION REQUIREMENTS
The World Bank now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Consultants may associate to enhance their qualifications.

Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.

Qualification Criteria

• 1. Provide information showing that they are qualified in the field of the assignment - especially in the field of conducting energy audits of the residential multifamily buildings. *
• 2. Demonstrate knowledge of the international best practices of conducting energy audits. *
• 3. Provide information on their core business and years in business.
• 4. Provide information on the qualifications of key staff. *
