London (with regular attendance required in Bristol)
 

Distributing public money for higher education to universities and colleges in England. HEFCE works in partnership to promote and fund high quality, cost effective teaching and research to meet the diverse needs of students, the economy and society. The Council is establishing a higher education observatory to monitor and act on the all encompassing effects of policy and funding reforms on students and institutions. 

The post holder will play a critical role in establishing and providing leadership for the observatory. 

The Role 

 Overall strategic and operational leadership of the observatory positioning it as an independent, authoritative voice on key issues ranging from student participation levels to the impact of an increasingly competitive education market 
 Provide medium to long term analysis and commentary of the sustainability and public benefit provided by the English HE system in addition to ensuring the observatory analyses information and turns it into meaningful intelligence 
 Work in partnership internally and externally to compile the observatory’s first ever three-year strategic work programme, in turn developing key relationships with HEFCE’s current and future key stakeholders 

The Candidate 
 Demonstrable understanding of the Higher Education sector combined with a keen appreciation of the current and future horizon; ability to apply economic concepts and principles to policy issues 
 Strong track record of leading a new policy concept through its stages of development and implementation, in turn leading a team through inspirational motivation to achieve team and organisational goals 
 Expert communication and relationship building skills to foster strong working collaborations with both internal and external stakeholders; first class oral/written skills combined with an understanding of statistical and modelling techniques to carry out analysis and present meaningful findings
