To strengthen our Country Programme team we are searching for a: 

ICT4D Technical Adviser

The Technical Adviser (TA) is an ICT expert who contributes to the integration of ICT in our country programmes. The TA provides expertise in ICT for Development (ICT4D) methods, processes, technologies, strategies and capacity building (training, coaching)
Summary of key responsibilities
  • Contribute to IICD’s technical innovation process, strategy and methodologies;
  • Develop key technical expertise to be able to advise and work on product and service development, evaluate and develop local partners on ICT4D, support CP team in technical issues as well as deliver sustainable hands on technical ICT4D solutions on the ground;
  • Support Country / Programme Managers in technical innovation processes;
  • On project basis coordinate sector programme (technical) activities with Country / Programme Managers;
  • On request of the Country / Programme Manager support in identifying, selecting and establishing effective partnerships with local advisers and trainers (individuals or companies) which are to assist in advice and training of local partner organizations;
  • Contribute to the development of technical ICT competencies of partner organizations by coordinating technical and training activities with the Country / Programme Managers in all assigned countries. This includes operating as a second line of communication with technical advisors and trainers, developing training methodologies and materials, with a focus on integration of ICT and development;
  • On demand support programs to facilitate informal networks of advisors and trainers;
  • Contribute to the generation and dissemination of lessons learned by IICD.
Summary of Experience
As a qualified candidate for this challenging and exciting position you should have at least 10 years experience in providing ICT program advice and capacity building and preferable have working experience in developing countries.
Must haves:
  • University Level in IT, ICT Development or related fields;
  • Excellent analytical and problem solving skills;
  • Applied knowledge in communication technologies, information systems, database development, Web 2.0 applications, New media tools, ;
  • Excellent spoken and written English. In addition French or Spanish is required.
  • Proving experience in conducting and coordinating training programmes;
  • Excellent communicator - versatile writer/editor/presenter;
  • Team-worker- and supporter and networker;
  • Feel comfortable being a proactive adviser;
  • Highly organised, able to work in a fast-paced, inter-disciplinary and multicultural work environment;
  • Willingness to travel;
  • In possession of a Dutch working permit.
Required Knowledge, Skills and Abilities
  • Ability to think and act strategically while possessing the managerial skills to enable the "hands-on" execution of projects;
  • Shows high standards of commitment, trust, openness, respect, authenticity and transparency in working relations.
