PADF Finance/Administrative Manager, DOL Child Labor

PADF is seeking a Finance and Administrative Manager for a proposed Department of Labor-funded project to reduce child labor in Ecuador and Panama through educational and training opportunities to vulnerable populations, including among the Afro-descendant, indigenous and migrant populations and to promote sustainable livelihoods for their households. Panamanian and Ecuadorian nationals are encouraged to apply.

The Finance and Administrative Manager is primarily responsible for the accounting/financial management and office administration of the project under the supervision of the Project Director. The Finance and Administration Manager shall be responsible for overseeing the administrative and financial management, accountability requirements and human resources management of the project. This position assures the contractual integrity of all agreements entered into by the project and managing the procurement process. The Manager will provide technical assistance to staff in implementing and complying with financial and administrative procedures to ensure compliance with regulations and serve as the financial liaison to PADF HQ and other implementing partners.

Qualifications:

-Minimum of three years of relevant experience is required. -Experience working on financial, accounting, and/or contract implementation that includes budget preparation, cost analysis, and financial management across multiple countries. -Experience developing, coordinating, and maintaining financial management systems. -Experience establishing internal financial and administrative procedures that are compatible with the donor's standards and across multiple countries. -Experience coordinating management of staff administration in accordance with donor policies and national laws -Experience training partners in human and financial resources management according to donor's standards. -Oral and written fluency in Spanish and English
