Malaria Consortium Regional Programme Manager

Malaria Consortium is a key partner to Cambodia’s National Centre for Parasitology, Entomology, and Malaria Control (CNM). As a sub-recipient of the Global Fund Round 9 grant “Containing artemisinin-resistant Plasmodium falciparum parasites and moving towards malaria pre-elimination status in Cambodia”, Malaria Consortium is responsible for the programmatic, financial, and monitoring and evaluation management of its sub-sub-recipients (SSRs). Malaria Consortium works closely with CNM and provides technical assistance and capacity development to the national programme and implementing partners of the GFR9 grant.
Under the direction of the Asia Programmes Director and as part of the Asia Management Team, the Regional Programmes Manager (RPM) will support the implementation of the organisational strategic plan and the country specific strategic plans. The RPM will oversee programs and projects in Cambodia and will support projects in Thailand and Myanmar as required.
The RPM will be responsible for ensuring the establishment & management of processes to support high quality project development and implementation across the Asia Region. The RPM will also manage, and support, the Head of Office in Cambodia ensuring best practice in both people and programme management, while maintaining close communication with the Asia Regional Office.
The successful candidate will have:
• Post-graduate degree or extensive experience in managing large scale programmes • Extensive Programme Management experience • Demonstrable passion for Malaria Consortium’s mission; a strategic manager with integrity and a desire to work in a dynamic environment • Mature and proactive, with evidence of having implemented project according to best international practice • Strong analytical skills and experience interpreting a strategic vision into an operational model • Deep understanding of and experience with programme management, evaluation, budgeting and financial monitoring including human resource management • An effective communicator at all levels in the organization, with strong oral and written skills and a willingness to share information • Willingness to undertake international travel at short notice • Ability to work effectively and sensitively in developing countries • A collaborative and flexible style, with a strong service mentality • Creativity, with experience funding activities in ways that both cover costs and generate operating margins
