Project Manager for a Disaster Risk Reduction and Capacity Building Project in Sindh Province, Pakistan


The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Inde-pendence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects internationally on appeals of their sister organisations within the Movement.
GRC is currently seeking a Project Manager for a Disaster Risk Reduction and Capacity Building Project in Sindh Province, Pakistan.
Purpose of the position: The Project Manager is member of the German Red Cross Delegation and is accountable for leading and managing the long-term Disaster Risk Reduction (DRR) Project in Sindh Province in close cooperation with its partner, the Pakistan Red Crescent Society (PRCS), covering the key tasks and responsibilities set out below. The project aims at building up and strengthening the institutional & technical capacities of PRCS (on provincial, district and village level) and local communities in disaster preparedness and management in a sustainable manner to reduce cur-rent vulnerabilities. Additionally, the project seeks to address Climate Change-related problems through appropriate adaptation measures (CCA). The Project Manager in DRR works in close coordination with other GRC projects in Sindh, ap-plying an integrated approach.
Responsibilities • Comprehensive Project Management of a long-term DRR/Capacity Building Project, includ-ing finance and administration • Implement and – where necessary - modify a long-term Disaster Risk Reduction and Capac-ity Building Project • Identification of additional needs in terms of Climate Change Adaptation and community empowerment in cooperation with PRCS, GRC and local communities and integration of the same in the implementation • Develop additional appropriate activities to increase the communities’ resilience against cli-mate change and natural disasters through intensive dialogue with the communities, Paki-stan Red Crescent Society, local authorities and other GRC projects in Sindh Province • Development and implementation of an appropriate M&E system • Develop and implement an exit strategy with all relevant stakeholders and provide proper handing over of ownership to PRC and communities • Coordinate project activities and requirements with other GRC projects in Sindh • Ensure involvement and coordination amongst all relevant stakeholders • Identification of needs in terms of consumables and supplies, infrastructure, HR, trainings, etc., • Supervise project documentation, regular financial and narrative reporting according to do-nor requirements • Supervise appraisals and recruitment of local staff, training and management of delegates, local staff and volunteers.
We are looking for • University degree in a relevant field • Profound working experience in the field of DRR, Climate Change Adaptation and Capacity Building among communities and partners (preferably in the region) • Experience with donor-funded projects (e.g. ECHO, DIPECHO) • Profound knowledge and proven experience in M&E • Report and proposal writing skills • High negotiation skills • Ability to train and guide local staff and community volunteers (e.g. project planning, M&E,) • Good interpersonal skills, the ability to communicate clearly and effectively and build rela-tionships at all levels, taking into account cultural and language differences. • Ability to work, live and travel in an insecure environment, following strict security guidelines at all times • Fluency in English; German would be an asset • Identification with the principles of the RC/RC Movement • Certified ability to work under tropical conditions (medical check)
This is a non-family posting with a contract duration of 12 months initially, with possible exten-sion.
