Role overview
To provide technical advice on teacher training to the Highland Children's Education Project in January 2002 in Ratanakiri Province, North East Cambodia. The primary objective of the Project was "to address the needs of disadvantaged ethnic minority groups through the establishment of community schools targeting girls and boys who have never enrolled or who have dropped out of the formal system". A second objective was later added "to provide the Ministry of Education, Youth and Sport (MoEYS) with a model for the delivery of basic education in remote areas of Cambodia to highland minority peoples". 

Since its relatively modest aims at inception, the Project has evolved into a complex and ambitious educational enterprise. A number of additional projects, such as the Bending Bamboo Project, with its focus on the educational needs of marginalized girls, now complement the original Project and significantly extend the aims of the overall enterprise. In order to maintain coherence between all the elements CARE Cambodia has recently brought the projects and their activities together as a 'Program' and the linkages within the Program made explicit through a combined log frame, risk matrix and monitoring and evaluation matrix. These projects and their activities are now collectively called the Highland Community Education Program. 
Skills, qualifications and experience required
For the role of Bilingual Education Adviser, VSO is looking for these qualifications: 

Essential: 
* Qualified teacher trainer (teacher training college) with recognized degree in education 

Essential work experience/skills: 
* At least four years of experience in teaching at a Teachers' College 
* Excellent interpersonal, mentoring, facilitation and communication skills 
* Able to present information in a clear and concise manner 
* Verbal and written fluency in English 
* Computer literacy 
* Resilience, flexibility, adaptability, culturally sensitive and as sense of humour when faced with problems, obstacles and frustrating circumstances 
* Diplomatic skills needed to work with government officials in a hierarchical environment 

Desirable: 
* Experience in bilingual education (but not a prerequisite as CARE can provide support) 
* Previous volunteer experience and commitment to capacity development 
* Good report writing skills and an ability to collate and use data in reports 

Essential personal qualities 
The ability to build good working relations with Cambodian staff at CARE Cambodia, and officials at the Provincial Offices of Education is essential to be able to work effectively in Cambodia (just as important as having the right qualifications and experience). The volunteer professional must be patient and remain calm and friendly in the face of the numerous frustrations he/she will experience. Sensitivity to the needs of others is therefore paramount. The volunteer must be capable of understanding and working within Cambodian societal and working culture. In addition the volunteer needs to comply with the organizational culture and core values of CARE Cambodia. 

The volunteer will be based in the main provincial town. He/she will need to have a sense of adventure, however, as sometimes their work will involve travelling, sometimes to remote locations, with their Cambodian colleagues. 

The Initiative to take ideas forward and sometimes to work independently will also be appreciated, while bearing in mind that the volunteer directly reports to CARE's Assistant Program Coordinator, based in the Ratanakiri Field Office. CARE values and expects participatory decision making; therefore Cambodian staff need to be involved in decisions.
This position is open to international volunteers available and willing to work in Cambodia for the length of this placement.
