UNICEF, the world’s leading organization working for the rights of children, seeks a Chief Information Officer (IT Solutions and Services Division), D-2, New York, USA.

Purpose:
Under the general direction of the Deputy Executive Director, Management, the Chief Information Officer (ITSS Division) will:
•               Provide strategic leadership and overall direction to all Information and Communication Technology (ICT) activities in support of UNICEF's programmes;
•               Add strategic value to and implementation support for ICT­based innovation, and engender a common ICT vision and commitment to high ICT performance across UNICEF;
•               Foster a culture of creativity, collaboration and learning in the ICT work environment;
•               Drive the continual transformation of the ICT function and lead the management and enforcement of UNICEF­wide corporate ICT guidance, frameworks, standards and policies, while enabling ­local solutions to local problems.

Minimum Requirements:
• Advanced university degree or equivalent in computer science, software engineering, information systems management, business administration or a related field with specialized training as below:
-       ­Theoretical foundations of computer science with practical applications of software, database, network, and systems development. ­Specialized training in ICT project management, information systems management, network technology, ICT management and policy.
-       At least fifteen years of professional experience in post of increasing managerial responsibility in the international, national or private sector. Practical professional experience, at the national and international levels, in senior professional and managerial positions related to information communication technology and management.
•               In­-depth knowledge of UNICEF's mandate, operations and systems/networks.
•               Fluency in English is required. Knowledge of another UN language an asset.

Remarks:
Specific Technical Knowledge required:
•               Strong ability to improve systems, streamline/simplify processes and information flow.
•               Professional technical knowledge/expertise in ICT in a large organization. Excellent organizational development skills, combined with proven ability to succeed in a complex multicultural environment.
•               Ability to manage transformation of large business units. Ability to address staff issues in an empathetic way.
•               Professional technical knowledge/expertise in ICT planning, leadership skills and excellent interpersonal skills.
