Program Coordinator for the Security & Justice programme
Introduction
Security & Justice is the unit of Cordaid that focuses on improving the safety of the population of communities in fragile states and conflict areas. The focus is on a "community driven approach", to influence formal and informal institutions and on awareness raising at local, national and international levels.
In the Central Africa Republic, Cordaid currently runs programmes in Bangui, Bozoum, Bangassou and Bouar where Cordaid has offices. The Country office is based in Bangui. Cordaid CAR counts with about 40 staff in the Country.
Position and responsibility
The Security & Justice Program Coordinator in the Central African Republic is responsible for implementing, managing fundraising and coordinating the Cordaid's social cohesion Program, as well as for supporting the capacity-building of local partner organizations in these areas. In addition, he/she participates and represents Cordaid in relevant platforms, networks and clusters for Security & Justice. Together with the Country Director and Security & Justice Program Manager in Head Office, he/she will also support the development of a Strategy and Country Plan.
He/she will report directly to the Cordaid Country Director in CAR and liaise closely with the Security & Justice Program Manager in the Head Office in The Hague.
General objective of the posting
Responsible for Program Development, for Program Cycle Management and fundraising of the Cordaid Security & Justice programme in the Central African Republic.
Specific objectives
Program and Project Development and Management:
  • Support the Security & Justice Program Cycle Management (identification, formulation, monitoring, evaluation and reporting) and contribute to the improvement of the program;
  • Provide technical assistance to local communities and different stakeholders in different areas such as peace building and social cohesion;
  • Monitor progress of projects funded by Cordaid and back donors;
  • Report to Cordaid HQ and others stakeholders based on partner reports Fundraising, Networking, Representation and Acquisition;
  • Enhance liaison and coordination with civil society actors;
  • Represent Cordaid's Security & Justice program in relevant Caritas, UN, and other humanitarian coordination / thematic cluster meetings;
  • Support the interfaith-based platform;
  • Support and promote fundraising activities (institutional, private and corporate fundraising);
  • Help organize and facilitate trainings for staff of local partner organizations, government officials and staff of faith based organizations on Security & Justice issues;
  • Support partners to prepare and submit timely and quality financial and narrative reports;
  • Ensure good collaboration with regional and local representative's bodies in the different sectors of intervention, including line Ministries.
Qualifications
  • Academic degree in development/political and social sciences, human rights or other related field;
  • At least 5 years proven experience with developing, managing and monitoring Security and Justice programs;
  • Experience assessing needs for and/or delivering peace and reconciliation training;
  • Experience of working with Institutional donors such as USAID, EU;
  • Experience in working with local NGOs and other structures at local or regional level, preferably with communities in conflict-affected states;
  • Experience in working with interfaith based platforms is an asset;
  • Knowledge of CAR's socio- political environment is an asset;
  • Be diplomatic, culturally sensitive and result-oriented;
  • Experience in working in security sensitive environment in complex (post)conflict situations;
  • Excellent French and English language writing and communication skills are required.
Specifics of station
The Security & Justice Program Coordinator will be based in Bangui, in the Cordaid CAR main office. He/she will travel as necessary to the local Cordaid sub-offices in CAR and regularly to partner organizations in identified regions in CAR for project monitoring and coordination meetings. The safety and security situation in CAR remains volatile, but is constantly monitored by Cordaid and appropriate policies are in place. This is a non-accompanied posting.
Contract information
The contract period is for 6 months starting as soon as possible, with the intention to extend for a longer period. We offer a Cordaid contract with a competitive salary and a benefit package which includes R&R, a comprehensive insurance cover, social security and pension contribution and a holiday allowance.
