Strategic Information (SI) Specialist

POSITION SUMMARY:
Reporting to the Strategic Information Unit Deputy Director, theStrategic Information (SI) Specialist provides technical assistance in programmatic monitoring, program evaluation, surveillance, and informatics for ICAP-supported activities in multiple countries around the world. Routine program monitoring entails quarterly reporting and dissemination of data for approximately 4000 health facilities and several multi-country programs. Program evaluation activities may include designing and conducting nationally representative population-based household surveys, as well as focused process and outcome evaluations. Surveillance activities may include the development and implementation of case reporting systems and integrated bio-behavioral surveys. Support for informatics involves enhancing national and subnational reporting systems, maintaining and enhancing ICAP’s web-based reporting system, and developing and supporting databases for ICAP country teams. Also supports the preparation of program and/or research grant proposals or regular technical assistance requests from donor organizations as needed.
This position is grant funded.
MAJOR ACCOUNTABILITIES:
Technical assistance to ICAP country programs/local NGOs in 3 ICAP-supported countries (Burma and 2 additional countries):
· Provides high-level technical guidance to country programs and NGOs in planning and implementing M&E systems, program evaluation and surveillance
· Develops M&E strategies, frameworks, plans and indicators to assess project performance and impact
· Develops and/or adapts standard operating procedures (SOP) for data quality assurance, reporting, data dissemination, and other routine M&E processes and support their implementation
· Provides technical assistance to country programs on second generation surveillance methods, size estimation and sampling approaches for most at risk populations; develops surveillance protocols/SOP, and supports other surveillance related capacity building projects
· Contributes to program evaluation activities through the design and implementation of process and outcome evaluations for ICAP-supported programs, as well as nationally representative population-based household surveys
· In collaboration with in-country M&E/SI teams, contributes to the timely implementation, accurate and appropriate reporting of project activities and results to funders, including quarterly, semi-annual and annual progress reports
· Reviews routinely collected M&E data, provides feedback to country teams/ NGOs, and supports country teams/ NGOs in using findings to improve program performance
· Provides technical guidance for use and dissemination of routinely collected data to monitor and evaluate country programs and data from surveillance systems; dissemination approaches include slidesets, meetings, abstracts, and manuscripts
· Supports the development of technical assistance and capacity building proposals being developed by the country teams/NGOs by reviewing SI related activities for new and continuing awards and gathering the information required to submit along with the proposals
· Maintains regular communication with in-country M&E/SI teams regarding work planning and technical assistance. Communicates regularly with New York program and clinical staff as well as in-country leadership presenting key data trends/findings, as well as ongoing and upcoming SI activities and challenges
Program area technical lead for Laboratory Services & Global Technical Assistance Grant:
Laboratory Services
  • Liaises with M&E/SI, program and clinical teams (NY and in-country) to develop or adapt indicator modules, related tools and SOPs for laboratory services
  • Leads development and implementation of ICAP’s annual survey of supported laboratories
  • Serves as a technical area expert and supports the development of technical assistance and capacity building proposals related to laboratory services
Global Technical Assistance (TA) Grant
  • Coordinates SI inputs for technical assistance requests coming through a large, global technical assistance cooperative agreement supported by the Centers for Disease Control and Prevention (CDC). Identifies relevant SI staff to develop project scope of work and ensures that the scope of work is responsive to TA request
  • Works to ensure timely and appropriate reporting to funder on SI-focused projects funded through the Global TA mechanism.
  • Leads select global TA requests as appropriate
Other:
  • Leads or participates in regular meetings of the SI Specialist working group to keep colleagues abreast of recent country-specific SI developments, challenges and lessons learned. Also participates in technical working groups outside of ICAP to share expertise and lessons learned
· Perform other related duties as assigned
EDUCATION:
· Master’s degree in Public Health or related discipline
EXPERIENCE, SKILLS & MINIMUM REQUIRED QUALIFICATIONS:
· Minimum four (4) years of related experience working with monitoring and evaluation and/or surveillance systems
· Experience and knowledge in monitoring and evaluation and/or public health surveillance systems
· Demonstrated problem-solving skills and analytical capabilities
· Excellent written and oral communications skills
· Demonstrated interpersonal and team-building skills
· Proficient in Microsoft Office Suite (e.g., Outlook, Word, Excel, PowerPoint)
EXPERIENCE, SKILLS & PREFERRED QUALIFICATIONS:
· PhD in Public Health or related discipline
· Experience working with U.S. government or other bilateral donors, especially CDC
· Experience collaborating with MOH, NGO and/or CDC
· Experience in HIV/AIDS surveillance and/or monitoring and evaluation
· Fluency in French, Portuguese or Russian
TRAVEL REQUIREMENTS:
· Requires international travel of three (3) – four (4) trips per year with each trip lasting approximately ten (10) – fourteen (14) days
