OVERALL RESPONSIBILITIES
MSH’s Center for Health Services (CHS) supports the delivery of lifesaving public health services by working with ministries of health, local governments, the private sector, and nongovernmental and civil society organizations to develop systems and build management capacity. We address geographic and financial barriers to care using innovative approaches such as community financing, community case management, public-private collaborations, and performance-based contracting for services.

The CHS Business Resource Development Liaison/Technical Strategist Leader serves as the primary liaison between MSH’s Center for Health Services and the Office of Business and Resource Development (BRD) for new business development. S/he also leads CHS bid positioning, development, and submission for proposals originating in CHS, as well as advises CHS leadership in the development of annual and multi-year new business development goals and financial objectives and monitors Center performance against goals.

SPECIFIC RESPONSIBILITIES
1. Serves as CHS’s liaison with MSH's corporate Business and Resource Development office. Directs CHS resources supporting large, complex proposal opportunities, including assignments of technical experts, monitoring opportunities during the positioning and proposal development phases, partnership decisions, and ensuring bid compliance. Participates in proposal development and writing as appropriate and needed.
2. Manages all aspects of CHS led new business efforts for proposals supporting technical expansion, excellence, and research related to public health services in developing countries, including opportunity tracking, pursuit decision recommendations, compliance reviews, technical staff mentoring / training and technical strategy development. Monitors new technical and trend information and recommends Center and institutional responses.
3. Serves as a CHS Technical Strategist contributing to creating winning MSH proposals by leading the development and articulation of the technical strategy in response to Request for Proposals/Request for Applications (RFP/A’s). Working with technical contributors, country experts, and other internal and external stakeholder, harnesses MSH’s technical, country, project management and business development expertise to conceptualize the overall strategic framework encompassing all MSH experience and expertise on proposals.

QUALIFICATIONS
Education:
- Reputable leader with an advanced degree in management, business administration, public health, or a relevant discipline.

Experience:
- Successful candidates will possess a minimum of 10 years experience working in international public health in the poorest and most vulnerable places with demonstrated achievement in project design, implementation, and evaluation.
- Minimum of five years experience in new business development
- Overseas experience with at least 2 years long term resident experience in a developing county preferred (or equivalent experience in short term assignments in developing countries), with demonstrated success working with multiple sectors and achieving programmatic and financial results.
- Proven track record in building successful relationships and securing funding through major donor solicitations with USAID required. Experience with other donors of international public health preferred.
- Successful track record of proposal writing and oversight of packaging proposal development preferred.

- Strong interpersonal communication and facilitation skills required. Position requires a strategist who is able to make critical and timely decisions in a rapidly changing environment with significant organizational visibility.
- Exceptional interpersonal and relationship-building competencies coupled with strong written and verbal communication skills and organizational capabilities
- Excellent understanding and knowledge of public health and development funding trends in developing countries.
- Energetic, forward thinking, creative individual with intellectual depth and high ethical standards.
- Fluency in English required, knowledge of second language preferred (French, Spanish, Portuguese or Arabic).
- Ability to accommodate considerable international and US travel, as needed.
